The four-to-four tie in the Constitutional Court was not the result of frontal pressure from the government, SPAK or internationals, but the result of a complex game within the majority itself. Political sources indicate that the recent moves were driven by internal clans, linked to judicial appointments, while Edi Rama was fully aware and chose not to intervene. His stance suggests a time-tested strategy to gauge the real balance of power and keep internal divisions under control. The tie was not a sign of institutional weakness, but a signal that the power game is increasingly taking place behind the scenes, away from open political debate.
Two days before Friday's four-to-four tie, the Constitutional Court was in a completely different position, which was made public by several media outlets, which caused a wave of pressure from both sides. It even went so far as media figures, who are considered SPAK's "private PR" agents, warned, as if they were prosecutors, that a member of the Constitutional Court could be arrested after the decision.
In truth, all of this seemed more smoke than fire, because if there had been "capital" pressure, that is, from the government, from SPAK or from internationals, the result would not have been four to four, but eight to zero, as has happened several times when high-level political pressure has been exerted.
Reliable sources indicate that the game that took place from last Wednesday to Friday had players within the majority, but with the knowledge, and perhaps even with the permission, of Edi Rama himself.
According to these sources, Rama knew that this movement was taking place, but was letting it happen, in order to have clearer balances of power.
Sources emphasize that Ilir Tosha and Gent Ibrahimi had announced that they would vote in favor of the prime minister's request, after having made this decision precisely in the preliminary hearing, when they lifted the suspension of Deputy Prime Minister Belinda Balluku and returned her to office.
Everything is learned to have been carried out through a surprise operation by clans within the majority, led by Fatmir Xhafaj, to whom someone mentioned the nickname "teritali" on a television show, as if to tell him that everything had been revealed.
According to information, these clans within the majority, moved by Xhafaj, who was the key figure in moving the appointments to the judiciary, including the Constitutional Court, wanted to show that their power is potential and that it can be manifested not only in the Assembly.
But this is only one side of the coin, as Edi Rama himself knew the scenario beforehand, and he made no move to block it. It is even learned that contacts and negotiations have taken place between the parties. This means that Edi Rama was aware of the entire situation and did not press any "button" to demonstrate his strength.
It is precisely this stance of Edi Rama that further fuels the idea that we are not simply dealing with a political act or the protest of a clan, but with a movement gently controlled and cushioned by Rama himself.
