Dubai had long been a haven for criminal figures wanted by Albanian justice. Taking advantage of the lack of an extradition agreement between the United Arab Emirates and Albania, the wanted individuals remained safe in Dubai to escape Albanian justice.
Over time, this phenomenon turned into a myth about crime. But now this myth no longer exists and Dubai is no longer a safe haven for crime, as a total of 14 Albanian citizens have been extradited from there. The first sign that Dubai was “breaking” was given on March 13, 2024 when Bruno Çobo, who was wanted by Albanian justice for “Computer Fraud”, was extradited.
A month later, the second extradition of the citizen, Panol At Nikoll, also accused of computer fraud, was carried out. On August 14, 2024, the sensational extradition from Dubai to Albania of Plarent Dervishaj and Julian Meçaj, accused of murder, was carried out. After a period of pause, on May 2, 2025, the 45-year-old from Elbasan, Florenc Çapja, was extradited, accused of murder and criminal organization.
A month later, Armis Stafa was extradited, accused of participating in a criminal organization and money laundering. The seventh extradition from Dubai was the brother of the convicted criminal, Nuredin Dumani, Dashnor Dumani. The 41-year-old is accused of participating in a criminal organization. On June 19, 2025, three extraditions were carried out within a day from Dubai. Maksim Koçi, Ervis Daka and Ado Xhika alias Cërriku were handed over to Albanian justice. The eleventh extradition would be Denis (Brajovic) Bajri on July 27, 2025.
In November 2025, the well-known character Kleviol Ahmeti was extradited for the criminal offense of "removing a prisoner from the place of serving his sentence" and SPAK's wanted person, Amar alias Dritan Shkëmbi, for the criminal offense of "Murder of public officials". The icing on the cake was the extradition of Durim Bami on February 26, 2026, also considered the most sensational extradition from Dubai.
In addition to the 14 extradited, 5 others are expected to return to Albania, while the Department of International Relations at the State Police continues intensive communications with the authorities in Dubai to achieve the extradition of five other wanted by Albanian justice, sealing the end of the "myth" of Dubai as an asylum for crime./ A2CNN
