The United States of America has articulated a clear and firm position on relations between Kosovo and Serbia through the Western Balkans Democracy Act, placing the dialogue between the two countries within a political framework that categorically excludes any form of territorial division or redrawing of borders on ethnic grounds.
The US Congress emphasized that the Agreement on the Roadmap to Normalization of Relations, adopted by Kosovo and Serbia on February 27, 2023 with the mediation of the European Union, was a positive step that is also supported by Washington.
“(1) The Agreement on the Roadmap towards the Normalization of Relations, which was adopted by Kosovo and Serbia on 27 February 2023, with the facilitation of the European Union, is a positive step forward in advancing normalization between the two countries;” it was stated, among other things, in Article 11 of the Democracy Act for the Western Balkans.
One of the strongest political messages of the act relates to the American stance on ideas of territorial division. The US clearly stated that it will not pursue or support any policy that promotes territorial exchanges, division, or redrawing of borders on ethnic grounds in Kosovo.
“(1) shall not pursue any policy that supports territorial exchanges, partition, or other forms of border redrawing along ethnic lines in the Western Balkans as a means of arbitrating disputes between nation-states in the region; and
(2) should support pluralist democracies in the Western Balkan countries as a means of preventing the return of the ethnic conflict that once characterized the region ,” further stated in Article 11 of the Democracy Act for the Western Balkans.
At the same time, Washington reaffirms that support for a final comprehensive agreement between Kosovo and Serbia must be based on mutual recognition, considering this as the foundation of long-term peace.
The US further calls on Pristina and Belgrade to make immediate progress on the Implementation Annex of the EU-initiated agreement, an action that would automatically trigger US engagement in the next phase.
With this act, the United States not only defines political red lines for Kosovo, but also signals a long-term and more structured commitment to the Western Balkans, where stability, democracy, and mutual recognition remain key conditions./ Pamphlet
