It's a question they must have asked SPAK, where he then transferred the secret tender company to the name of his 75-year-old mother Shegush Meçe. 52-year-old Gerond Meçe is the former owner of the company Advanced Business Solutions - ABS, which trades and imports and exports electronic and IT equipment.
Founded in 2002, the company was an ordinary firm, whose annual turnover did not exceed 1 million euros, while the profit was 10% of the turnover. The company began to flourish after getting its hands on public money, without doing any work, simply becoming a bag that moved money from the State Treasury to dark pockets.
In the last five years alone, 46 million euros have been siphoned from the state treasury and transferred to the company Advanced Business Solutions – ABS, for secret tenders, through manipulated procedures and fictitious contracts. The fact that casts the shadow of corruption and money laundering on the ABS company and its brigadier Gerond Meçë is the profiting of public money through secret procedures and lack of spending.
ABS may be the only company in Albania whose profit is almost as much as its annual turnover, evidence that shows that the company has not implemented the contracts for the service contracted by the NKSH, but has simply laundered money from the state budget. If the profit of companies in the same field is 2 to 10% of turnover, ABS's profits are over 30%.
The rest of the money is suspected to have been transferred to Meçe's company Artificial Intelligence Business Solutions, owned by Meçe, and to other companies with fictitious invoices. Even the declared profit was not returned to capital, but diverted to other pockets.
But where did the 46 million euros of public money that Brigadier Gerond Meçe spent end up? To answer this question, BKH and SPAK only need to read the company's sales and purchases book in taxes, transactions, contracts and expenses.

Disa muaj më parë, kompania e pajisjeve elektronike ABS nisi të lakohej për ‘prokurimin’ e miliona eurove para publike me procedura sekrete. Tronditja u reflektua menjëherë nga Gerond Meçe, i cili në 25 maj 2025 ‘hoqi dorë’ nga kompania e tij, duke ia kaluar aksionet mamasë Shegush Meçe.
Kompania Advanced Business Solutions – ABS, me nipt K21710002J, u themelua në vitin 2002 nga Shegush Meçe, ndonëse evidencat tregojnë se pronari real ka qenë dhe është i biri Gerond Meçe.
Në mars të vitit 2010, zonja Shegush Meçe largohet nga kompania, duke ia dhuruar aksionet të birit. Gerond Meçe bëhet pronar faktik dhe formal.
Në vitin 2021, SPAK, dy vjet pas themelimit, dha sinjalet e para për goditjen e korrupsionit me tendera. Gerond Meçe vendosi të largohet si administrator i kompanisë ABS, duke caktuar shtetasen Eriksela Shuli.
Aktualisht, kompania e tenderave korruptivë ABS shpk, formalisht është në duart e dy zonjave, Shegush Meçe ‘pronare’ dhe Eriksela Shuli administratore, ndërsa Gerond Meçe vijon pazaret nëpër skutat e Tiranës për të finalizuar përfitimet e radhës.
Kompani ‘çantë’ për lëvizjen e parave
Në janar të vitit 2020, Gerond Meçe themelon kompaninë Artificial Intelligence Business Solutions, me ojekt dizenjim, zhvillim dhe mirëmbajtje të sistemit softuer, me adresë Rruga “Murat Toptani” në Tiranë, Qendra Biznesit EUROCOL, kati 8-të.
Notere rezulton Laura Pustina, motra e Andia Pustina, financieres së aferave të Familjes Berisha, e pandehur nga SPAK për pastrim parash. Laura Pustina njihet si notere e Familjes Berisha.
Si administratore për t’i lënë ‘gjurmët e gishtave’ në punët e kësaj kompania Gerond Meçe ka caktuar Eriksela Shulin. Kompania nuk rezulton të ketë transaksione me thesarin e shtetit, por qarkullon diferencën e parave që mbetet nga ndarja e fitimit tek kompania e tenderavr ABS.
Artificial Intelligence Business Solutions nuk kryen ndonjë veprimtari, nuk ka punonjës dhe nuk rezulton me shpenzime. Fitimi i saj është sa xhiroja. Kompania e dytë shërben si çantë për të larguar paratë vjedhura publike përmes kompanisë ABS shpk.
Shantazh dhe kamuflim
Krahas fshehjes pas Shegush Meçes dhe Eriksela Shulit, për të cilat mendon se mund të bëjnë burg në vend të tij, Gerond Meçe, për shkak të frikës nga SPAK-u, ka nisur që të tërhiqet përkohësisht nga përfitimi i drejtëpërdrejtë i parave publike, duke tentuar të përdorë dhe përfitojë përmes kompanive të tjera, me objekt të njëjtë veprimtarie.
Ditët e fundit, Gerond Meçe, nga një prej përfituesve më të mëdhenj të tenderave sekretë të AKSHI-t dhe institucioneve të tjera, befas ka nisur të ankohet në KPK për kualifikime të padrejta në procedura tenderuese, të kundërshtojë kriteret që i pëlqenin më parë dhe të futet në tendera me ofertë të ulët.
