KLSH has sounded the alarm about concessions in health, as they all result in problems....
The 4 concessions in health seem to be corruption gangrene. KLSH has conducted an audit of the Mandatory Health Care Insurance Fund and has discovered massive violations.
The day before, "Pamphlet" showed details from the Check-Up concession, which, according to KLSH, was a failure. Vilma Nushi has received millions for incomplete services and also, it has no impact on reducing the level of morbidity in the population.
But KLSH has discovered violations in the other 3 concessions. As far as hemodialysis is concerned, Klodian Allajbeu of the American Hospital has benefited 99 million new lek for incomplete services. " It has resulted that, even for the year 2022, the concessionaire's payment is not made for a service performed, but for an invoiced service, which includes the liquidation of cases not completed or otherwise expressed under the annual projection, as well as the cases realized over the monthly projection , of each Dialysis Center, in total 8,854 cases, of which 6,918 cases under projection and 1,936 cases above projection, in the amount of ALL 99,191 thousand, which represents payment for services not performed", the report states .
According to KLSH, the planning of the projections is not in accordance with the real needs for the performance of the service, it is enough to highlight the fact that the regions of Shkodër and Vlorë, since the beginning of this service in 2016, are presented with realization under the projection and the regions of Lezhë, Elbasan and Korçë are presented with over projection, which has brought payments not only for under projection of these centers, but also payments for over projection. KLSH requests the renegotiation of the contract.
Regarding sterilization, the KLSH finds that for surgical interventions performed during 2022, in the three types of hospitals, university, regional and municipal, there is use of different sets for the same surgical typology, in 15,339 cases in University Hospitals; in 8,708 cases in Regional Hospitals and in 55 cases in Municipal Hospitals.
" The high level of deviations, where different levels of set complexity are used for the same surgical typology, where in university hospitals it reaches up to 52% of cases, in regional hospitals up to 48.5% of cases, against the total number of interventions, reflects deficiencies in the inclusion of surgeries according to typology, referring to the level of sets, but also of the content with medical instruments of the sets referring to the level of complexity, which is also associated with the increase in the costs of this service and therefore of the budget support for continuity " , says KLSH.
Regarding the concession of the laboratories, it is evident that the provision of this service is limited, by the terms of the contract no. 1924/2, dated 10.04.2019, point 22.4 "Budget ceilings", according to which the concessionaire cannot exceed the approved fund for hospitals in the item "Laboratories", therefore additional cases must be transferred to a priority waiting list, starting from the next budget period of the referring hospital.
According to KLSH, the determination of the annual budget ceilings limits the performance of laboratory tests for each hospital, sanctioned in the laboratory concession contract, endangering the provision of laboratory tests, to the appropriate extent, according to hospital needs and leading as a result to directing patients to receiving this service from private entities, at a cost to citizens, as well as deterioration of health from not performing the relevant analyzes on time. / Pamphlet
