At the hearing on the SPAK work report, the head of this institution, Altin Dumani, said that he will not run again when his 9-year mandate as SPAK prosecutor ends.
However, he requested that SPAK prosecutors be given the opportunity to run for re-election after their 9-year mandate, as according to him, the mandates of 11 special prosecutors will expire within a year.
Dumani said that it is impossible to replace them, especially since they have issues that have been haunting them for years.
"At the end of my mandate, I will not run for re-election. I speak on behalf of the institution, at least 11 special prosecutors will have their mandates expire within 1 year. You can imagine the gap that is created. I estimate that we do not have so many human resources, because if we had, we would not need all that reform, just to replace these prosecutors, 11 prosecutors in one year. The second is the other, these prosecutors have cases that they have been following for years and at one point you just say your mandate is over, you have no more to do with the case, investigations in this direction are being delayed. The Albanian state, the EU and the US have invested in this body of prosecutors to grow professionally to create immunity against politics, business and organized crime and although all this investment has been made, it is said to the special prosecutor, without prejudice to the general prosecutors. We do not have the luxury of taking a prosecutor specialized in investigating a specific category of crimes to a general prosecutor's office, and from there "a sophisticated crime to start investigating simple thefts, intimidation, violations of traffic rules ," said Dumani.
