Today SPAK gave the decisions for the former minister Lefter Koka, the former socialist deputy Alqi Blako and the other 13 defendants involved in the Fier and Elbasan incinerator affair.
Former minister Lefter Koka has been sentenced to 10 years in prison for the Fier Incinerator affair. Minister Koka with a shortened trial will serve 6 years and 8 months in prison.
For the former socialist deputy, Alqi Blako, he was sentenced to 4 years in prison, but with a shortened trial he will serve 2.8 years in prison.
As for Klodian Zoton, the main shareholder of the concessionaire of Fier still wanted, a sentence of 12 years in prison was requested. Due to the acceptance of the summary judgment, the prosecution ultimately requests that he be sentenced to 6 years and 8 months in prison.
Arben Dervishi, Arjola Kodra and Juri Imeraj have been acquitted.
There are 5 accused on probation: Gentian Zifla, Regan Merdani, Sabina Canameri, Azem Shateri, Florian Muça and Pëllumb Abeshi.
Penalties requested by SPAK:
Lefter Koka - Former Minister of the Environment - 10 years, with a shortened sentence of 6.8 years in prison
Alqi Blako - Former General Secretary in the Ministry of Environment - 7 years in prison is required. With shortened trial, 4.8 years in prison
Klodian Zoto - Administrator of the concessionaire company - 12 years in prison is required. With a shortened trial to serve 8 years in prison
Pellumb Abeshi Former official of the Ministry of Environment - 4 years in prison are requested. Summary judgment is granted
Florian Muçaj - Member of the concession awarding commission - 3 years in prison is required. Summary judgment is granted
Azem Shatëri - Member of the concession awarding commission - 3 years in prison is required. Summary judgment is granted
Erjon Murataj - Member of the concession granting commission - 4 years in prison is required. Summary judgment is granted
Sabina Cenameri - Member of the concession awarding commission - 4 years in prison is required. Summary judgment is granted
Arben Dervishaj - The supervisor of the incinerator works - 4 years with a shortened sentence of 2.8 years in prison are required
Loran Dusha 8 Administrator of Fier Incinerator (Wanted) - 8 years in prison is required. Summary judgment is granted

Hetimet për inceneratorin e Fierit u mbyllën në dhjetor 2022. Sipas akuzave të SPAK për inceneratorin e Fierit u paguan 4 milionë euro për punë që nuk u kryen asnjëherë, ndërsa 60 milionë lekë është dëmi i shkaktuar në buxhetin e shtetit në skemën e mashtrimit.
Prokuroria e Posaçme kundër Korrupsionit dhe Krimit të Organizuar përfundoi pak javë më parë hetimet dhe çoi për gjykim të akuzuarit Lefter Koka, Alqi Bllako, Etleva Kondi, Jonida Zeqo, Pëllumb Abeshi, Bardhul Çabiri, Serafin Papa, Mirel Mërtiri, Klodian Zoto, Stela Gugallja dhe 2 kompanitë shoqëria “Albtek Energy” sh.p.k dhe shoqëria “Integrated Technology Services” sh.p.k.
All the persons above are charged with the charges of "Abuse of office", "Active corruption of high state officials or local elected officials", "Passive corruption of high state officials or local elected officials" and "Cleaning of the products of criminal offense or criminal activity". While it must be said that Stela Gugallja, Mirel Mërtiri and Klodian Zoto, the three important characters for the investigations of the incinerators in Elbasan and Fier, now under international investigation, were investigated earlier by the prosecution of Elbasan, for the same charges for which SPAK has received defendants.
