The Selita e Vogël roundabout has become the most problematic traffic junction in Tirana. The car wash operating in the middle of it blocks the lanes, spontaneous parking paralyzes traffic, while the lack of lighting, white lines, clear lanes and safe stations turns the area into a daily danger for residents. Petitions from Administrative Unit 13 have been ignored, while the municipality has not taken any measures.
Selita e Vogël today represents one of the clearest failures of urban planning in Tirana. An area that is growing at a rapid pace, but which continues to be treated as a forgotten suburb, without infrastructure and without the attention it deserves. Its main roundabout, which should have facilitated circulation, has turned into a black spot where traffic, danger and chaos meet every day.
At all hours of the day, vehicles are stuck on a network of unfinished roads lacking even the most basic signage. There are no identified lanes, white lines are missing, and the direction of traffic is unclear. Lighting is minimal, which increases the risk in the evening and especially during the winter season. In an area where the movement of vehicles, pedestrians, and children is very dense, the lack of lighting is a direct danger.
The roundabout is not only blocked by traffic. A car wash operates nearby, which, according to residents, has taken over the movement in the entire area. Lines of cars waiting for service take up entire lanes and create a constant gridlock. Spontaneous parking worsens the situation. Cars parked at the entrance, exit, and even in the roundabout itself turn movement into a dangerous improvisation.
This situation has also created serious obstacles for public transport. Buses are often unable to approach the stations because the turns are blocked by car washes, illegal parking and the lack of a special stopping point. In many cases, buses stop in the middle of the road, forcing passengers to get off in unsafe areas, where the risk to children is very tangible. The stations have no platforms, no safe sidewalks and no protective infrastructure.
The residents of Administrative Unit 13 have filed several petitions, requested the municipality's intervention, and raised their concerns officially. But to date, there has been no response. No project for a short-term solution, no plan for signage, no lighting measures, no decision to remove the car wash.
Meanwhile, Selita e Vogël continues to be built, the population increases and the traffic increases. But the infrastructure remains the same, depreciated and substandard. The neighborhood has no functional plan, no clear traffic rules and no control of public space. What should have been a quiet residential street has turned into a dangerous junction that is blocking the development of the area.
Selita e Vogël does not need big promises, but simple and immediate interventions. For markings, signage, lanes, lighting, arranging stations and clearing the roundabout space from obstacles.
This is a clear test for the municipality. Either it reacts, or it finally abandons the residents who daily face chaos, danger and a complete lack of basic infrastructure./ Pamphlet
