According to the report, when it was led by Endri Puka, Albpetrol approved the inflated and abusive financial statements of Bankers, a company that manipulated expenses every year to avoid paying taxes and benefit from the VAT scheme, as confirmed by the investigation of the Fier Prosecutor's Office.
The former director of the public oil company Albpetrol Endri Puka, known as Koço Kokëdhima's deputy, is found to be involved in a corrupt scheme that is both banal and flagrant with the private oil company Bankers Petroleum, accused of 'snatching' 5.5 billion euros from Albania's underground wealth. Through corrupt actions, Puka and Bankers' 'masterminds' have damaged the Albanian state, in order to jointly obtain illegal monetary benefits.
Endri Puka, former administrator of Koço Kokëdhima's companies, ran Albpetrol during the period 2014-2018, with the alleged intervention of the former Pasha of the South, before the rift with Edi Rama. Among other things, the Supreme State Audit, in a 2017 report, concluded that Albpetrol caused the state 150 million euros in damage, as a result of poor monitoring of hydrocarbon agreements with Bankers.
According to the report, when it was headed by Endri Puka, Albpetrol approved the inflated and abusive financial statements of Bankers, a company that manipulated expenses every year to avoid paying taxes and benefit from the VAT scheme, as confirmed by the investigation of the Fier Prosecutor's Office. Bankers' major financial fraud was sealed by Albpetrol, where the parties are suspected of having divided the stolen 'loot'.
Albpetrol has also been implicated in the Patoz–Marinëz explosion scandal, allowing Bankers to inject sulfur in excess of the WHO permitted levels. Albpetrol's favoritism of Bankers, betraying the public interest, was done by all former administrators and current director Eltar Deda, but Endri Puka has decided to take some of the money from Bankers through the banking system, with fictitious contracts and invoices.
In 2019, after being dismissed as administrator of Albpetrol and the opening of a criminal file, Endri Puka founded the company AKSENT L&BC, with the aim of drafting business strategies. Puka is an administrator and shareholder with 75% of the shares. During the years 2023-2024, through the company AKSENT L&BC, Endri Puka benefits from 1.4 million euros from the company Bankers.
The Fier Prosecution's investigation into the Bankers affair, although fragile and incomplete, has found that the invoices between Bankers and Puka's company are fictitious, meaning that Bankers gave Puka 1.4 million euros not for any legitimate service, but as part of a theft scheme when Puka was running Albpetrol.
Based on these facts, suspicions are raised based on evidence that Puka harmed the interests of the state when he was the administrator of Albpetrol, favoring Bankers, while Bankers gave him a bribe of 1.4 million euros in exchange, camouflaged as a seemingly regular service./ Prapaskena
