There are 3 "bombshell" documents, which Ilir Beqaj, in his capacity as Minister of Health, signed during 2015, when the concession procedure for the sterilization of surgical equipment was being developed.
The documents raise reasonable doubts about the criminal liability of "Abuse of duty" on the part of the former minister Beqaj, for which the SPAK has divided the investigations and carried out wider verifications.
The three documents in the following days may lead to the raising of official accusations against the former Minister of Health, who 3 months ago appeared at SPAK and testified for almost 9 hours.
"Ora News" has provided the documentation administered in the SPAK file, where clearly and visibly, Ilir Beqaj has signed the three main documents of the 10-year sterilization concession, this business was given to the friend of Minister Beqaj, the citizen Ilir Rrapaj.

The main person who cheated through fictitious invoices, Ilir Rrapaj from Vlonia, since yesterday has been arrested by SPAK together with the deputy minister, Klodian Rrjepaj and 6 other Health officials, who have served as members of the Bid Evaluation Committee .
The first document that implicates and makes Ilir Beqaj the main protagonist in the sterilization concession is precisely the document that the minister signed for the opening of the 10-year concession procedure.

Procedura e koncesionit 10-vjeçar me vlerë 9.6 miliardë lekë është hapur më 13 shkurt 2015, me një vendim të ministrit Ilir Beqaj.
Objekti i kontratës së partneritetit publik-privat kishte për qëllim ofrimin e setit të personalizuar të instrumenteve kirurgjikalë sterilë, furnizimin me material mjekësor steril njëpërdorimësh në sallat kirurgjikale, trajtimin e mbetjeve me rrezik biologjik dhe dezinfektimin e sallave kirurgjikale dhe ambienteve.
Sipas dokumenteve, më datë 4 Maj 2015, Ministria e Shëndetësisë ka zhvilluar procedurën e prokurimit për koncesionin dhe më datë 26 Maj, Autoriteti Kontraktues ka publikuar renditjen e operatorëve ekonomikë.
Sipas këtij dokumenti këtu, renditja e operatorëve konkurrues dhe pikëzimi i tyre është firmosur nga titullari i Institucionit Kontraktues, ministri i Shëndetësisë, Ilir Beqaj.
Komisioni i Vlerësimit të Ofertave, që monitorohej nga Beqaj ka shpallur konsorciumin e përbërë nga "Investital Llc", "Servizi Italia" S.p.a, "U.Jet S.r.l" dhe "Tecnosanimed", të parët me 73.89 pikë dhe në vendin e dytë konsorciumin e përbërë nga “Action Laundry,” S.S.I”, “Mario Gugliermo” dhe “Brema Ambiente” me 42.83 pikë.
Më 8 qershor 2015, bashkimi i operatorëve i udhëhequr nga kompania e “Action Laundry” e renditur e dyta paraqiti një ankesë në KPP, duke kundërshtuar renditjen e operatorëve në procedurën e koncesionit si dhe kualifikimin e konsorciumit tjetër, të përfaqësuar nga “Servizi Italia" S.p.a.
Më datë 22 qershor 2015, KPP-ja pranon pjesërisht ankesën e “Action Laundry” dhe i kërkon Ministrisë së Shëndetësisë të rivlerësojë ofertat, pasi vëren se mbledhja e pikëve në vlerësimin e parë ka gabime matematikore.
Pas këtij vendimi detyrues, procedura e mbledhjes së pikëve është mbajtur më datë 28 shtator 2015, dhe pikërisht në atë ditë është shpallur fituesi, ku sërish ka qenë bashkimi i operatorëve “Servizi Italia”. Por çuditërish, këtë herë kjo kompani ka marrë më shumë pikë se në vlerësimin e parë.
Nga 73.98 pikë që kishte në vlerësimin e parë, tani ishte vlerësuar me 91.03 pikë. Pra me një diferencë prej 22 pikësh më tepër.
Në anën tjetër, bashkimi i operatorëve që përfaqësohej nga “Action Laundry” ka marrë 45 pikë, nga 42.83 që kishte marrë në rivlerësimin e parë.
Pas shpalljes së vendimit të KPP-së më datë 10 korrik, kompanitë "Investital Llc", "Servizi Italia" S.p.a, "U.Jet S.r.l" dhe "Tecnosanimed", kanë regjistruar një kompani të re për të operuar me koncesionin, të quajtur “Sani Service” Sh.p.k.
Edhe pse me shumë pak eksperiencë se partnerët e tjerë italianë, kompania e Rrapajt, Investital Llc merr 40 % të aksioneve të kompanisë së re "Sani Service" Sh.p.k, "Servizi Italia" S.p.a 30 %, "Tecnosanimed" 15 % dhe "U.Jet S.r.l" 15 %.
Rrapaj's investment through "Investital Llc" to control 40% of the company with the concession of 100 million dollars, was only 8 thousand euros.
After the announcement of the winner of the group of companies led by Ilir Rrapaj, and the establishment of the concession company "Sani Service", it is once again the Minister of Health, Ilir Beqaj, who has signed the 10-year concession contract.
