The files of evidence that partner agencies from the Netherlands, Spain and Belgium have sent to SPAK reveal the existence of a parallel Albanian "government" called the "Aruba Cartel", made up of Albanian and foreign mafia traffickers, builders and representatives of the official government.
Even at the head of the "Aruba Cartel", formally at a distance, is Edi Rama, but in fact he has been oriented and instructed to sign every interest that the drug clans and the "laundry" construction mafia, who dominate this large-scale business sector in Albania, have had and still have.
From the information so far, it appears that the de facto "government" known as the "Aruba Cartel" includes the drug lords Artur Shehu, Bashkim Osmani, Toni Lipaj, Adrian Rama, Arben Ismailaj and Alfredo Hamzai, while the official Albanian government includes the former Secretary General of the Prime Minister's Office, Çngjëll Agaçi, and a former trusted minister, selected by Artur Shehu.
The cartel's traffickers and builders have presented and dictated the lands they have plundered and will plunder on the coast, as well as investment projects, permits for towers, hotels and other businesses in Tirana, Durrës, Saranda, Vlora, Shkodra and wherever they have profit interests.
Angel Agaçi and the former trusted minister represented Edi Rama in the meetings of the "Aruba Government", where on his behalf they presented and agreed on the division of parts with traffickers and builders, lands and construction capacities through the laundering of drug money.
The facts prove that every decision made in the meetings of the "Aruba Cartel" has been concretized by the Albanian government with special laws and decisions supporting the plunder and donation of land areas and normative acts, presented by Prime Minister Edi Rama, as alleged economic development for the country and the well-being of the people.
According to the register of decisions of the National Territorial Council, the Territorial Development Agency, the Strategic Investment Committee and the Investment Corporation, it results that in the last 7 years, in Tirana alone, construction permits have been granted for 83 towers, hotels and 57 residential building complexes and villa complexes.
Meanwhile, on the coastline and in the 12 coastal cities, from Ksamil to Shkodra, Prime Minister Edi Rama has granted 435 construction permits for villa complexes, palaces, resorts, hotels and towers, in addition to 92 permits for photovoltaic farms and businesses on free state land.
Prime Minister Edi Rama, as Chairman of the National Territorial Council, continues to sign construction permits without implementing the law on the verification of financial resources, because the failure to verify is his agreement with members of the "Aruba Cartel", who have injected billions of euros in drugs into the construction activities of the oligarchs.
One of the money laundering schemes that was blocked by the US was the Fiscal Amnesty law, introduced 4 years ago by Edi Rama; according to which, any person could bring 2 million euros into Albania without declaring their source, and even legal investigation would be prohibited.
Edi Rama has supported money laundering schemes in Albania with propaganda, laws, decisions, and the creation of agencies, corporations, and state-owned banks, joint-stock companies, and private electronic money banks, licensed to Israeli, Maltese, Russian, Hungarian, etc. mafia groups.

E kemi thene Rama i grabiste nepermjet hartimit te ligjeve perkatese antipopulllore dhe me mbrapa gjysma e perfitimit ishte e tija dhe gjysmen ja shiste kriminalitetit per te kenaqyr krimin dhe ata qe i sherbenin, media, patrronazhiste etj, Si firmoseshin 13 vendime per inceneratoret ne nje dite? Fund qelbesires te mos beje asnje dite burg por ti konnfiskohen gjithe ca ka cjedhur ai , zyrtaret e tij dhe krimi.
