In 2008, Zamir Shtylla was ordered to interrogate Shkëlzen Berisha and Rrahman Selmanllari, but Sali Berisha, with Ina Rama, forced him to resign. Altin Dumani took over the investigation and left them out. In 2021-2023, he took them as witnesses, then removed them from the list. But the evidence exists: 185 conversations between Selmanllari and Berisha, official letters in his name, meetings with ministers Mediu and Bumçi, Selmanllari's employees to manage the brass and vehicles with Dutch license plates...
In addition to the symbolic sentence of Mihal Delijorgji and some of his "cracks", the "Gërdeci" file has been reduced to a retrial of Fatmir Mediu, a process that has been dragging on for 5 years with the aim of nullifying it, through obvious bargaining between SPAK prosecutors and judges.
From the very beginning of the investigation, Shkëlzen Berisha and the trafficker, land grabber, and builder Rrahman Selmanllari were removed from the Gërdec file, even though they were proven to be the owners, with official documents, telephone conversations, contracts, expert reports, and numerous testimonies.
Altin Dumani, who has had the "Gërdeci" file for 5 years, was the prosecutor of this case in the years 2008-2012, who left Shkëlzen Berisha and Rrahman Selmanllari out of the investigation, under pressure from Sali Berisha and a deal with him, through the former Prosecutor General, Ina Rama.
During an interview with "Al Jazeera" television in 2010 about the Gerdec investigation, Altin Dumani stated that he and his colleagues did not consider it reasonable to question and investigate Shkëlzen Berisha and Rrahman Selmanllari, and that they had not been pressured by anyone.
But Zamir Shtylla, former Director of Investigation at the General Prosecutor's Office, appointed director of the investigation group for Gërdec, stated that after the order in September 2008 to interrogate Shkëlzen Berisha and Rrahman Selmanllari as persons under investigation, there was a lot of pressure and threats from Sali Berisha and his criminal and media groups, including threats and family denigration.
In order to leave Shkëlzen Berisha and his Rrahmani out of the criminal file, Sali Berisha, then prime minister, through former chief prosecutor Ina Rama and crime exponents, forced Zamir Shtylla to resign as Director of Investigation at the General Prosecutor's Office, from the investigation group of the "Gërdeci" case, and transferred him to the Elbasan Prosecutor's Office, while later Altin Dumani took charge of the investigation.
During the previous investigation, much evidence emerged that Shkëlzen Berisha and Rrahman Selmanllari were the de facto partners in the ammunition business in Gërdec, along with Mihal Delijorgji.
They were confirmed by letters, messages and telephone conversations even after the explosion, as well as by contacts and communications with ministers Mediu and Bumçi and with senior army leaders, who were implementing Shkëlzen Berisha's orders for the activity in Gërdec.
After reopening the investigation into the case, Altin Dumani included Shkëlzen Berisha and Rrahman Selmanllari in the investigative process, but only as peripheral witnesses, not as defendants.
They were again left out of the investigation, although in the file from 2008-2012 there is plenty of evidence that they were the business bosses in Gërdec and used Sali Berisha's power, starting, developing and having control over the ammunition dismantling activity without any obstacles.
After the questioning by SPAK of Rrahman Selmanllari in March 2021 and Shkëlzen Berisha in January 2023, they were also removed from the list as witnesses for the Gërdec tragedy, when they should have been defendants together with Fatmir Mediu.
For Shkëlzen Berisha to be and is considered a defendant, the evidence of meetings with ministers Mediu and Bumçi in their offices, official letters sent on his behalf, telephone conversations with army chiefs and Mihal Delijorgji are sufficient.
The evidence is 185 phone conversations and messages with Rrahman Selmanllari about the progress of the business in Gërdec; and the official document that Selmanllari was a representative of the company "Southern Ammunition" for the signing of agreements with the Ministry of Defense.
Gërdec employees, Seran Maçi, Nazmi Isufaj, Haxhi Mara, Kledian Qefaliaj, Benard Kaçaça and Shpëtim Kaçaça, have stated to the prosecutor's office that they were family members and acquaintances of Rrahman Selmanllari and were assigned by him not only for the night shift, but also for managing the vehicles that transported the ammunition, collecting the brass from them, and loading them into cars with Dutch license plates.
They accompanied the brass tools to the border, without recording the quantities in the balance sheets of the Gërdec factory, but reported them by hand only to Rrahman Selmanllari and Shkëlzen Berisha./ Pamphlet
