A previously unknown group of Russian hackers is behind last year's attacks on the networks of the Dutch police, NATO and several European countries, Dutch intelligence services announced today.

The organization, nicknamed the "Laundry Bear" by security services, likely had the support of the Russian state, according to a joint letter presented to parliament by the Dutch intelligence service and military intelligence.

"The cyberattacks against Dutch institutions are part of a broader international cyber threat posed by the hacking organization," the services said in a statement detailing the findings of their investigation into these incidents.

How the organization was discovered

The organization operated unnoticed until a cyber-hacking operation was discovered in September 2024, through which it gained access to the personal data of Dutch police officers, according to the same source.

The "Laundry Bear" also carried out cyber espionage targeting companies that produce products at the forefront of technological development, which Russia finds difficult to access due to Western sanctions over the war in Ukraine, the same statement added.

"The investigation also reveals that the 'Laundry Bear' has been responsible for cyberattacks against Western governments and other institutions since at least 2024," the statement added.

According to the same source, the organization requested access to information related to "the purchase and production of military equipment by Western governments and arms shipments to Ukraine by Western governments."
