Edi Rama announced the so-called reflection after two months of protests, in a speech that lasted 1 hour and 22 minutes. However, he did not define the limits of his stay in power and did not undertake changes in the government that many expected to happen yesterday.
The Prime Minister seems to have left open the possibility of a deep reform of the government in a second phase. As an argument, he presented two documents that he handed over to the Socialist Party deputies.
The first, "Besa", as his political contract with the citizens for the continuation of his fourth term.
Second, an annex that defines how the Socialist Party should implement this platform.
This "reflection" does not seem like an offensive move. It is more like a waiting strategy, to see the reaction of public opinion, of the protest and, above all, of the factors that organized and supported the protest launched with the cause of Zvërnec.
This is precisely where the most obvious omission from the speech lies. Edi Rama did not say a word about whether he will move forward with the project involving Jared Kushner in Zvërnec and Sazan.
Just four days ago, a protest organized by civil society groups took place in Sazan, which was also covered by mainstream American media.
Rama limited himself to saying that, if the European Union gives its approval, then the project will move forward. With this stance, even though he declared "Besa" the main document of his reflection, he did not undertake any political commitment to the project. He did not give guarantees either to the project's supporters or to its opponents. He did not give an answer either to the flamingos or to the "crows", a metaphor that he himself used for the opponents.
But what exactly was this long reflection, filled with quotes from Alexis de Tocqueville, that at times resembled more an academic lecture than a political statement?
On the political level, the message was clear. He was addressing those who are demanding his removal. The first message was that any change does not begin with Rama's removal, but with negotiations with Rama. At least, that is the offer he presented.
The second message was that his removal, if it happens, cannot be the result of political pressure or protest, but only of a negotiation process, with conditions and guarantees.
The third message was related to the Socialist Party. Rama did not bring any group, lobby or political figure closer or further away. On the contrary, he reaffirmed the model he has built during his 13 years in power. Every political development passes through his will. Others, according to this model, can only join his decisions. He does not consider political factors separately.
Equally significant was what Rama did not do. He did not attack those who have publicly criticized him, starting with Elisa Spiropali and other figures who have left the Socialist Party. He did not mock those who remained silent during the crisis. Nor did he reserve any special appreciation for those who supported him in the most difficult days.
This shows that, in his concept, the Socialist Party does not function as an organization with different political balances, sensitivities or representations. It functions as a centralized structure, with a clear hierarchy of command. The message he conveyed was simple: the fate of everyone is linked to the fate of the leader. If he survives politically, the structure also survives. If he falls, the consequences are shared by everyone.
However, everything suggests that the major movements have not been abandoned, but have been postponed. It is possible that in September, using "Besa" and the organizational annex as a base, Rama will undertake a complete reformation of the government and the leaders of the main institutions.
This choice gives him more room to maneuver. If he had made the changes now, he would have used up his main political cards before the protests entered their second phase. By postponing them until the fall, he preserves the opportunity to react to new developments and not put himself in a position where any future moves would be limited./ Pamphlet
