The modern "terror" of the unexpected

Today, Albania and Kosovo remain the two countries most in favor of EU membership with almost 95% of the people in favor!

It is not a group of words taken out of nowhere, but the way in which various terror is being managed today. And not only the real one, which causes so much blood, violence and fear. Terror has different faces, but in all cases, it serves those who have the power to channel, maintain and strengthen their power. The great power of President Vučić in Serbia is already making militants dare and manage to physically attack protesters several times, even in the most violent ways. Seemingly sporadic, those related to another Balkan capital, but from those referred to by the media of the neighboring country, you should be concerned about the situation in official Skopje. The "invisible force" in North Macedonia that is being shown to Albanians is affecting the highest institution of survival and historical honor, which is the Albanian language. In Albania, modern "terror" is related to many aspects, from the "fear" of the arrival of an opposition, which has really had problems with the administration of power; as well as in many directions, where today's Rama government faces its own institutions.

It is useless to repeat the “terror” that the public has from the cadastre, taxes and fluid policies, which change frequently. Mr. Rama himself, in his podcast “Flasim” with the economic expert Selami Xhepa, would make a fair statement regarding independent institutions, whose existence we feel at every moment almost as “terror”. “This about independent institutions is always more of a problem because the more we give independence to institutions, the more the institutional inability to control becomes apparent, not in the sense of political control, but to control in the sense of performance in the state system. And the classic case is how the judges increased their salaries. That is the most spectacular case of the impotence of the entire rest to say no…”. And, an explanation followed, but without being able to explain that the face of today's Albanian state is linked to his three consecutive mandates. The thefts and abuses accused by SPAK, which have brought a large number of Socialists to justice, do not shake Rama! The following question is: Why don't today's rulers know how to react or simply pave the way for alternative development of the country without them?! Why don't they recognize the Mea Culpa?

There is a great concern, also related to the fact that we are facing reality today. The public's calm and normality have been lost precisely because of confusing policies and more than anything else because of the lack of hope, in the face of the unexpected, which are presented to us at every moment. The most worrying is the "terror" of the unexpected and this is addressed by the palaces that are being asked to be demolished; the crime that remains unsolved; the sudden policies of change; from the pacts with Meloni and continuing with promises and suggestions from those in power, which leave you speechless.

Today, Albania and Kosovo remain the two countries most in favor of EU membership with almost more than 95% of the people who want it! Albania, in parentheses, was again in a survey conducted some time ago by the OSCE as one of the countries with almost more than 50% of nostalgic people for the past regime! The question that arises is: Are the people of the champion fools, the same as those who vote for the SP and the DP and face this reality?! Who should we believe?!

“… do we worship the image or the interior? Which EU should we trust? The one based on democracy, transparency, efficiency, the principles of the rule of law, respect and integration through the preservation of identities or the one based on a monopoly of decisions, bureaucracy, a guardianship approach, nationalist interests and the (mis)use of the veto in decision-making?” - writes Afrim Krasniqi, director of the Institute of Political Studies on social networks. Again in the logic of the researcher: As if we loved the land, territory, public space, schools and books, how much we love the EU! The reality that it reveals is precisely the greatest pain of people before the terror of the unexpected, which comes to them from their rulers.

Modern “terror” has many forms, but what impresses us most is the “surprise” that comes to us every time an election approaches. “Monitor” highlights two phenomena that are present whenever there are elections, whether local or general. The first is related to the increase in money circulating outside banks and, secondly, a surge in capital expenditures from the state budget. Specialists identify the first phenomenon as an indirect indicator of money, including informal money, that is thrown during election campaigns. The second is evidence of the government’s zeal to show that it is working, by doing some visible work, mainly paving roads (Monitor, 2025).

What the OSCE reports on the elections in Albania say, which have often highlighted the problem of the use of state resources for elections, is already known and the media has often made it present. However, the public is left before a modern chaos or “terror” that comes to us unexpectedly, where on one side a (missing) policy is unfolding, which is already shown as a savior, while on the other side from the opposition, which demands clean rules and regular elections (which is expected and appropriate), but which is often accompanied by the natural concern of citizens, that when they come to power they will do the same thing. Time has shown us that the observation has been true. The rhetoric of their people remains worrying.

Thus we end up with promises, which do not stop in Albania and Kosovo, because in the latter we also have general elections. The modern “terror” of promises is worrying, because with their management, those in power show us how “small” we are in front of their “power”, but also that only they know how to manage this. From February 1, Rama’s promises claim that: energy prices for family consumers, who spend up to 700 kW/h per month, will be reduced by about 10% (to 8.5 lekë), referring to current officials. On the other hand, the challenger Democratic Party promised that if it comes to power, energy will drop to 7 lekë, and there will also be a reduction for businesses (Monitor, 2025). In Kosovo, promises for salaries are reaching challenging figures, from double according to PDK to even more inflated figures for others.

American historian Timothy Snyder, in his 18th chapter in the book "On Tyranny", entitled "Keep Calm When the Unthinkable Comes", brings a situation on direct terror and how his country the USA and other powers, where autocrats are in power, are managing it, making their power unchallengeable. Except in the case of Albania, where the real terror that brings victims has fortunately not been present, we are facing a modern terror, that of autocrats against our institutions. "For us the lesson is that our natural fear and sadness must not be allowed to pave the way for the destruction of our institutions", writes Snyder.

In fact, every day institutions are weakening and falling and above all the stature of the positive person is falling, something that Rama himself observes with the institutions, so our natural fear is justified by the fact that: those in power take our sadness as a need for protection on their part... offering us in exchange their ability to block the way for the modern "terror" against the unexpected, which is becoming more frequent in post-'90s Democracy.
