
The full testimony of one of the "Eagle" police officers in Shkodra, who was present in the first moments after the "Dobraç" massacre, where Hamza Lici, Arlind Bushati and the married couple, Bashkim and Flutura Basha, were killed, is revealed.
Viktor Logu, indicated that they had gone to the scene after being notified of a serious accident and not a criminal incident.
It would take several minutes, and the discovery of bullet holes in the black Benz, to realize that they were not related to an accident but to a serious criminal event.
"...When we arrived at the scene, I reported to the DVP-Shkodra Command Hall that we were not dealing with a road accident, but rather a criminal incident involving the use of firearms...", Viktor Logu confessed to the AMP officers.
Just a few days after the incident, Logu was arrested by the AMP along with his three colleagues, Julian Stërkaj, Marte Martini and Blerim Kurmekaj, after they had failed to accompany the person suspected of being the wanted person, Ibrahim Lici.
But according to Viktor Logu, his escort was not carried out because he and his colleagues thought he was a random person helping the wounded. Logu indicated that this person could have left on foot or by ambulance.
Logu indicated that there were other people at the scene and none of them were escorted, as a few minutes later he and his colleagues moved from the scene to set up a checkpoint at the exit of Shkodra, at the "Church of Our Lady".
The situation at the scene has been taken over by the criminal police and the prosecution, while there is no information about how the suspect, Ibrahim Lici, left the scene.
In his testimony, the Shkodra police officer stated that:
"On October 30, 2024, I was scheduled to be on duty in the city from 2:00 PM to 10:00 PM and at around 3:45 PM, we heard on the radio from the DVP-Shkodra Command Room that a road accident had occurred at the SMT, with injuries to people. We immediately moved from the service area at the "Kirasit" intersection towards the "Dobraç" roundabout, to assist road traffic. After we went to the scene, we got out of the vehicle and found a black "Benz" vehicle with foreign license plates, which had left the road and crashed into a pole and wall. At a distance of about 4 meters from the vehicle, a motorcycle was lying on the road. At the scene of the incident, we found three people lying on the ground, two of whom were male and one of whom was female. An older man still had signs of life, while the other two had no reactions. Then, we looked at the vehicle and inside the vehicle we found a person, who was a passenger in the front seat, who had signs of life. There were several other people at the scene. I would like to clarify that in front of us at the scene were traffic officers Indrit Neziri, Përparim Papa and Rrok Frroku, who were clearing the road from traffic. While I was checking the person lying on the ground for signs of life, I noticed a person sitting next to a person lying on the ground, whom I did not identify. But I simply thought he was helping the person lying on the ground. Also, nearby I noticed a woman standing and several other people, whom I did not recognize…”.
Logu further explained that he said: "...I clarify that, on duty, I was with the police officers Blerim Kurmekaj, responsible Juljan Sterkaj, driver and Marte Martini. At the time when we arrived at the scene, I reported to the DVP-Shkodra Command Hall that we were not dealing with a road accident, but we were dealing with a criminal incident involving the use of firearms...".
At these moments, Logu said that Blerim Kurmekaj then called him and told him to "block vehicles from entering the scene and place tape to restrict and protect the scene."
"...I went out on duty to the "5 Heroes" giving them directions on the ring road so that they would not enter the scene until the other services arrived. When the general patrol service arrived, I came back to the scene where I met with my colleagues and we moved the checkpoint to the "Church of Our Lady" on the outskirts of the city, where we stayed until 10:00 p.m. I clarify that I only performed these tasks at the scene, I stopped vehicles from entering the scene and I set up the limiting tape and guarded the scene...".
As for Ibrahim Lici's moment, the police officer explains it this way, claiming that:
"...there was a person sitting on the ground and was helping the person lying on the ground, who was close to the stopped vehicle. I did not accompany the witnesses to the scene of the incident or block the scene of the incident, but I placed the tape and blocked the road at the intersection, so as not to block the scene of the incident. I clarify that, at first, I noticed this person sitting on the ground, and as if he was helping the injured person lying on the ground, and I moved to block the road at the intersection to prevent vehicles from entering the scene of the incident.
