How Viktor Orban is holding EU enlargement hostage; how much is Albania at risk

As Brussels tries to include the Western Balkans, Ukraine and Moldova, Viktor Orban has turned the EU's unanimity rule into a tool of influence, and Europe's credibility is paying the price...

Brussels may have earmarked Montenegro and Albania as the next countries in line for EU membership, and Moldova's electorate delivered a clear pro-EU mandate in recent elections. But one member state stands as a major obstacle to enlargement: Viktor Orbán's Hungary. 

As the war in Ukraine continues and the Kremlin attempts to expand its influence across former Soviet states, EU enlargement has shifted from a long-term aspiration to an urgent geopolitical necessity.

However, the process that once symbolized Europe's unity after the Cold War is now blocked.

Under the EU’s unanimity rule, every member state must approve any enlargement move, giving Orban an effective veto over the bloc’s most important foreign policy decision in decades. Budapest has used this power repeatedly, blocking Ukraine’s accession talks, demanding the release of frozen EU funds and pushing for concessions on other political fronts.

With candidate countries becoming increasingly impatient and Moscow watching closely, the EU faces a dilemma: how to continue enlargement while one of its own countries continues to block the way.

Hungary's selective enlargement diplomacy 

Orbán's stance on enlargement is less ideological than transactional. He has vocally supported a number of Western Balkan states, but only those that align with his political and economic interests. 

“When he says he supports the Balkans, he obviously supports Serbia and Bosnia and Herzegovina, but especially Serbia,” said Tefta Kelmendi, an independent policy analyst specializing in enlargement, adding that “this is immediately linked to his personal connections with some of the actors in these two countries.” 

In fact, Hungary and Serbia are linked by major energy deals. A new oil pipeline connecting the two countries could meet all of Serbia's oil needs by 2028, while Hungarian energy giant MVM recently became the majority owner of two Serbian firms. In Bosnia's Serb entity, Republika Srpska, Budapest has also invested in several energy projects. 

But Orban's regional enthusiasm stops at the Ukrainian border. Budapest has been the most vocal opponent of the Ukrainian effort, arguing that it could plunge the bloc into war and drain EU finances, while also invoking the rights of ethnic Hungarians in Ukraine's Transcarpathia region. 

Critics have also repeatedly called Orban a "Trojan horse" for Russian President Vladimir Putin in the EU, with Orban one of the only EU heads of state to have maintained close ties with the Kremlin after the full-scale invasion of Ukraine in 2022.

“If the Ukrainians become members of the union, this war will also become our war,” Orban warned reporters at a European Council meeting in Brussels earlier this year. “And we don’t want that.”

Behind this rhetoric lies the fear of losing money. Between 2014 and 2020, Budapest received roughly 25 billion euros in EU cohesion and agricultural funds, almost 4 percent of its annual GDP, making Brussels the largest source of public investment in the country. Kiev’s membership could divert part of the EU’s common budget away from Hungary.

 Orban has made a habit of turning veto threats into bargaining chips. In 2023, he walked out of the Council chamber to let the remaining 26 leaders open talks with Ukraine, shortly after the Commission unblocked €10.2 billion in EU funds for Hungary. 

“The EU has blocked funds from Budapest before, due to corruption, judicial independence and misuse of public funds,” Hoxhaj said, adding, “so I think he will continue to play the game.” 

The same tactics were also on display during Sweden's accession to NATO, which Hungary approved only after reaching an agreement to purchase four Saab Gripen fighter jets. 

Now, with Hungarian elections approaching and Orban facing growing domestic discontent, he has doubled down on anti-Brussels rhetoric, portraying the EU's support for Ukraine as a ploy against his government. 

“Let us have no illusions: Brussels and Ukraine are building a puppet government together [in Hungary],” Orban said in June, adding that “they want to change Hungary’s policy towards Ukraine after the next elections, or even sooner.” 

Moldova, collateral damage? 

Moldova and Ukraine have been at the heart of the EU's renewed enlargement efforts since 2022. Their bids are closely intertwined: Brussels has treated them as part of the same path, following a long-standing strategy of pairing candidate countries from the same region. 

In 2004, eight post-communist states joined as part of the reunification of Europe after the Cold War, followed by Bulgaria and Romania in 2007. However, this regional approach has not always worked.

Tani, bllokimi i Ukrainës rrezikon të bëjë të njëjtën gjë për Moldavinë, ambiciet e së cilës për në BE po fitojnë një vrull të ri. Muajin e kaluar, Partia e Veprimit dhe Solidaritetit pro-BE e Presidentes Maia Sandu fitoi një shumicë vendimtare parlamentare , pasi votuesit mbështetën një të ardhme në BE mes presionit në rritje nga Moska. 

Megjithatë, zyrtarët e BE-së kanë thënë se për momentin nuk do ta shkëputin Moldavinë dhe Ukrainën , duke paralajmëruar se ndarja e të dyjave do të luante rol në qëllimet e Rusisë për të destabilizuar rajonin. 

Ndërkohë, Orban pretendon se mbështet anëtarësimin e Moldavisë, duke e parë atë si sigurimin e një fuqie punëtore shumë të nevojshme për BE-në, megjithatë, pengimi i tij i vazhdueshëm i Ukrainës rrezikon të minojë mandatin e qartë pro-evropian të Moldavisë. 

“Rreziku i madh është se kjo do të dëmtojë besueshmërinë e BE-së, sepse kemi pasur probleme të ngjashme në Ballkan, ku BE-ja ka premtuar tepër”, tha Kelmendi.

A mund ta anashkalojë Brukseli Budapestin? 

Ndërsa Hungaria vazhdon të ushtrojë veton e saj, Brukseli po shqyrton zgjidhje. 

Një ide që po fiton terren është zëvendësimi i unanimitetit në politikën e jashtme dhe politikën e zgjerimit me votim me shumicë të kualifikuar (QMV), ku 55% e shteteve anëtare që përfaqësojnë të paktën 65% të popullsisë së BE-së mund të miratojnë vendime. 

Është një zgjidhje ambicioze që do të kërkonte ndryshimin e traktateve themeluese të BE-së. Kjo sipas analistëve mund të përfshijë rishkrimin e mbi 70 dispozitave dhe përballet me rezistencë nga shtetet anëtare më të vogla që janë të kujdesshme për humbjen e ndikimit. Hungaria, siç pritej, e ka refuzuar kategorikisht atë. 

Një tjetër mundësi e propozuar është një formë e “gjysmë-anëtarësimit”, duke u ofruar vendeve kandidate një integrim më të thellë pa të drejtë vote të plotë. Por kjo zgjidhje e ndërmjetme ka tërhequr kritika të ashpra.

“Nëse flasim për anëtarësim në BE, ai duhet të jetë i plotë”, tha Presidenti ukrainas Volodymyr Zelenskyy në një aktivitet të Euronews javën e kaluar. “Sipas mendimit tim, nuk mund të jesh një anëtar ‘gjysmë’ ose ‘gjysmë’ i BE-së”, shtoi ai.

Komisionerja Evropiane për Zgjerimin, Marta Kos, e ka mbështetur këtë qëndrim , duke hedhur poshtë një "klasë anëtarësimi" të ndryshme.

“The unanimous decision is very inappropriate in today’s geopolitical context and in a very fragmented EU,” Kelmendi said, adding that proposals for some kind of intermediate solution are not good for the credibility of enlargement. /Adapted from The Parliament/
