The Assembly is expected to vote on the draft law on "Granting Amnesty" in Thursday's session, which is expected to benefit hundreds of people serving prison sentences.
Excluded from the amnesty are persons who are subject to SPAK and GJKKO, as well as those convicted of serious criminal offenses, such as murder, sexual crimes, etc.
Meanwhile, a day before the Parliament is to approve the draft law, Democratic MP Jorida Tabaku has submitted several amendments to the proposed draft. Through these amendments, Tabaku is changing the deadlines for the implementation of the amnesty, as well as increasing the amount of benefits for vulnerable categories.
But in her amendments, Tabaku seeks fundamental changes related to the protection of freedom of expression and the differential treatment of convicted women and minors.
Tabaku, in the report accompanying the amendments, emphasizes the ongoing concerns of domestic and international organizations about attacks on journalists and the use of criminal lawsuits for defamation and insult as a form of censorship (known as SLAPP lawsuits). She proposes removing Articles 119 (“Insult”) and 120 (“Defamation”) from the list of prohibitive criteria of the amnesty law. According to the amendment, persons under investigation, on trial or convicted for these offenses should be included in the amnesty, with the exception of subjects investigated or tried by SPAK and GJKKO.

The Democratic MP also requests that the cut-off date provided for in the draft law (31.12.2025) be replaced with 18.06.2026. This move closer to the date of consideration in the Assembly aims to expand the range of beneficiaries who meet the legal criteria until the last moment.
In the third amendment, the DP MP requests an increase in the reduction of sentences for convicted persons:
For women and minors: It is proposed that the period of sentence reduction be increased to 2 years (from 1 and a half years as provided for in the current draft).
For men: It is proposed that the sentence be reduced to 1 and a half years (from 1 year currently in the draft law).
It is not known whether the amendments proposed by Tabaku will be integrated into the final draft and approved by Edi Rama's majority.
