The Constitutional Court will meet this Thursday to decide on the request of the Union of Judges for changes to the salary scheme. The meeting is expected to start around 12:00 and last several hours, while the decision could be made public within the day.
The Union of Judges submitted in March 2025 the request to repeal the legal changes adopted in 2023.
According to these changes, the basic salary of magistrates was set at 36 percent of the President's salary, which translates to 153 thousand lek.
Before this change, the reference for calculating the salary was 132 thousand 100 lek, the same as the salary of the director of the department in the Prime Minister's Office. With the new formula, the salary increased by over 20 thousand lek. However, judges oppose this scheme, since in the same period the government increased salaries in the public administration and the salary of the director of the department in the Prime Minister's Office reached 231 thousand lek.
According to them, changing the reference from the department director's salary to 36 percent of the President's salary has led to a relative decrease in income. They argue that if the previous reference had been maintained, the salary would have been about 78 thousand lek higher.
In the request to the Constitutional Court, the judges propose returning to the previous reference or setting the salary at 54.3 percent of the President's salary, with automatic reflection of any general salary increase.

Rejection by Prime Minister Rama
Prime Minister Edi Rama spoke out against the request of judges and prosecutors, represented by their associations, with the request they made to the Constitutional Court for a salary reference, which leads to an increase in salaries.
He said, among other things, on the "Flasim" podcast that "judges are looking for chickpeas on a skewer" and that "Albania cannot become a caste of judges."
He explained that the salaries of a category of magistrates, prosecutors and special judges were decided to increase due to the justice reform that was undertaken, for the independence of the judiciary and the quality of justice, but the entire pyramid was not overturned.
"Once again, the issue of judges' salaries has remained on the agenda, there have been comments, oddities that have accompanied the debate, in addition to two associations, one of judges and one of prosecutors, the judges have placed themselves in the eye of the popular cyclone, in relation to a popular dissatisfaction, for the demand for a salary increase, this related to the internal survey where 90% are against the salary increase and some think that their salary should be reduced, because they are thoughtless and unfair. Meanwhile, the judges think that their salary should be increased.
"Voices say that their salaries are decreasing, that the salaries of others are increasing. What we have done for the justice reform has been the expression of strong will regarding their salaries, they will be paid extra with our sacrifice, that after they pass the vetting they will face the independence of the judicial power, the challenge, based on the values of the constitution, democratic life, in the service of citizens and guarantor of the service of the law," said Rama.
