According to the Prime Minister, the objective is for public procurement to be carried out completely electronically and with Artificial Intelligence.
Prime Minister Edi Rama, speaking today about Chapter 5 of integration, which is "Public Procurement", said that our country is the first in the region for procurement.
Rama emphasized that within this mandate, a new electronic system will be created to enable public procurements fully with Artificial Intelligence, where of course the virtual minister, "Diella", has the main role.
"If we put into context the position of our country in the main indicators that the EU defines for competitiveness, if we look at the table, if on average contracts with a single bidder are 32.3% of contracts in EU countries, for Albania they are 23.5%. If in the list of member countries there are many countries that start from 57% and go down to 38%, Albania is among them and countries like Sweden or Germany. Our country is above these, by very little, 23.5%.
Even in the number of bidders for procedures, which the report defines as 3.2 bidders, Albania has 3.7 bidders on average and further in Albania, in 2025, the number of public procurements that were closed with a winner and had only one bidder is 12%, while the EU average is 14%.
"All of this says nothing more and nothing less than the fact that Albania is at a very advanced stage of progress in this field and, on the other hand, in its position at the negotiating table with the EU," Rama declared.
With this transition, Rama said that public procurement procedures will no longer be carried out by ministries and work is being done to convince municipalities to do the same.
"The Centralized Purchasing Operator has given us the opportunity to make another big leap, to no longer hold tenders in the ministry. So the ministries and ministers no longer have anything to do with tenders and at the same time a large part of the tenders will be moved step by step by both the main agencies and the local government, according to their choice.
....The local government has its own autonomy and we cannot impose on them how they conduct tenders, but a dialogue process has begun with the operator and thus we are creating a super-specialized structure to carry out processes that are much more complicated than they seem to those who do not know what they are talking about", he added.
