Ten days before the former Minister of Health Ilir Beqaj was accused of corruption and the security measure "obligation to appear" was communicated to him, the businessman Edvin Prençe was called to testify at SPAK.
It is learned that Prençe is the representative of a union of economic operators led by the company "Action Laundry", who were the losers in the concession procedure for the sterilization of surgical equipment.
Prençe has made available to SPAK complaints made in the direction of KLSH, the Prime Minister of the country Edi Rama, the Ministry of Health and the KPP, but has not found a solution.
His company entered the competition with an offer of 753 million new lek for performing the service for each 1-year period.
While the companies of the businessman Ilir Rrapaj, already arrested, have offered the highest offer in the amount of over 1 billion ALL for a year.
According to Prencha's testimony given in SPAK, the difference between the two offers for one year of service is 250 million new alleks or for 10 years the difference amounts to 2 billion 502 million new alleks.
In 2015, Prençe entered the concession competition held by the Ministry of Health, representing the companies "Action Laundry", "SSI", "Mario Gugliemo" and "Brema Ambiente".
But this group of companies competing against the Italians of "Servizi Italia" and "Investital" of Ilir Rrapaj was the loser of the 100 million euro concession.
For several hours in a row, Edvin Prençe explained to SPAK his entire journey in this concession competition, making available to the investigators a series of complaints that he had sent to the Ministry of Health and the Public Procurement Commission.
During his testimony at the prosecutor's office, Prençe claimed that a series of procedures were violated on purpose by the commission set up in the Ministry led by Ilir Beqaj, to favor the companies represented by Ilir Rrapaj.
The businessman told the prosecutors that the commission for granting the Concession, in two cases of scoring, made a mistake with the final evaluation, setting 0 points for the group of companies he represented.
Although the offer was dignified and many times better than the competitors of "Servizi Italia", his company was deliberately evaluated with 0 points.
The Bid Evaluation Commission, which was monitored by Beqja, announced the consortium consisting of Investital Llc, Servizi Italia Spa, U.Jet Srl and Tecnosanimed the first with 73.89 points and in second place the consortium consisting of "Action Laundry," SSI" , "Mario Gugliemo" and "Brema Ambiente" with 42.83 points.
On June 8, 2015, the union of operators led by the second ranked "Action Laundry" company submitted a complaint to the KPP opposing the ranking of the operators in the concession procedure as well as the qualification of the other consortium, represented by "Servizi Italia Spa" .
On June 22, 2015, the KPP partially accepts the complaint of "Action Laundry" and asks the Ministry of Health to re-evaluate the offers, as it notes that the collection of points in the first evaluation has mathematical errors.
After this binding decision, the procedure of collecting points was held on September 28, 2015, and on that very day the winner was announced, which was once again the union of operators "Servizi Italia".
But surprisingly, this time this company received more points than in the first evaluation. From the 73.98 points it had in the first assessment, it was now assessed with 91.03 points. So with a difference of 22 more points, the company of Ilir Rrapaj./ Oranews
