Other details continue to come to light from the SPAK file on the issue of the privatization of the former Partizani complex, which led to the imprisonment of Jamarbër Malltez and the appointment of the measure 'obligation to appear' for former Prime Minister Sali Berisha and entrepreneur Fatmir Bektashi.
The file also contains the testimony of Isa Taras, the former director of the Partizani multi-sport club from 1995-2005, for whom SPAK states that he was fired when Berisha came to power.
It is also clarified in the file that the owners of the land were compensated by the Italians before.
"On 21.12.2022, the citizen Isa Tare was questioned, who stated that he was the director of the Partizani Multisport Club from 1995-2005, around the months of April and May. He was also an inspector for basic sports and a sportsman of the Partizani Sports Club from 1958-2005. During the time he was director, he was paid by the Ministry of Defense, and had 55 employees. The football team was affiliated with the Italians and became dependent on the Italians. I believe that this dependence was created from 1989. Then the Football Club became a joint-stock company with president Bert Xhani. So the funding was removed from the Ministry of Defense and Bert Xhani did the funding privately. When the citizen Sali Berisha came to power in 2005, Isai was dismissed from his job, dismissing him, without any motivation, as well as his two chunas, named Auron Tare, the director of the national park of Butrin, and Agron Tare, who was the chairman of the branch of national minorities in the Ministry of Foreign Affairs. ... a few years before they fired him, they moved to the Ministry of Culture, and he even remembers that he proposed it. He remembers that he was called by a big boss in the Prime Minister, who suggested that they become a joint stock company. Isai did not accept that we had nowhere to find the funds since they had about 300-400 athletes and 60 people with monthly salaries who were paid month by month by the Ministry of Defense, the state budget.
A little while ago they took them to the District Council, to '21 December', but later Isai requested that they go to the Ministry of Culture. As Bert Xhani remembers, when he took over the Partizani football club, he only got the five-story hotel with the support of the Ministry of Defense, while the multi-sports club had two-story gyms. He remembers that at the multi-sports club there was also a large volleyball and basketball gym, and in this building there was a gymnastics gym. They were also the dressing rooms that people who lived there entered in 1997. In his knowledge, the multi-sports club together with the football club, so the entire territory is currently occupied with building buildings. To his knowledge, the former owners who were given this land were rewarded by the Italians many years ago and the documents are in Florence. In 2005, when Isai was fired, he was replaced by Afrim Tole.... At the time Isai was the director, efforts were being made to hand over the multi-sports club Partizani to the former owners, and Isai was approached by one of these former owners, the name ii who does not remember offering to give him an entrance to the buildings that were to be made on that territory, but on the condition that Isai expressed his agreement that the former owners should take that property. Part of the Partizani multi-sports club was also the swimming pool located in Laprakë, right next to the Ministry of Defense car park. The brass band was next to the swimming pool, in Laprakë there was even a music school for the military. But the building of the brass band and the swimming pool were damaged over time and therefore the brass band during the time that Isai was the director of the Partizani Multisport Club, was brought to the latter. Specifically, a castellan building was built for the orchestra behind the hand games gym, at the Partizani multi-sports club, that is, near the Partizani football club in a separate building," the file explains.
The file also contains the testimony of Afrim Tole, director of the Partizani Multisport Club, in the years 2006-2008.
"On 22.12.2022, the citizen Afrim Tole was asked, who stated that he was the director of the Partizani Multi-Sports Club, in the years 2006-2008.... Afrimi found the multi-sport club when he received it not in good condition. During the time he was the director, the wrestling gym was fixed, the carpet was installed. The carpet was financed by Met Malaj, who was the president of wrestling. The investment was made privately. The volleyball gym was made with Afrim's friends. They have also had achievements in the sports field. For two years, Afrimi has done a lot while his predecessor had not done these things. In the multi-sports club, how long has Afrimi been a main building where there were barbells, wrestling, karate, employees' offices, amateur radio. The other building where there was basketball, volleyball, gymnastics, were connected together as far as he remembers. It was also a loot warehouse. There was also a swimming pool in Laprakë under Partizani club.
...As far as he remembers, the football club had a four-story building where the dressing rooms were. He does not remember having any other buildings. As for a meteorological station, he does not remember whether or not he was part of the multi-sports club.
So from the above quoted, despite the claims of the Ministry of Defense, it is proven that the company Partizani sh.a. has continued to be registered and to exercise its activity precisely in the premises of the Partizani Football Club while this object has been under the administration of the Ministry of Defense and this society has even received the approval of the Federation. Meanwhile, the Partizani Multi-Sports Club has continued to remain under the Ministry of Culture. Requests for privatization presented by the Partizani company.", is further clarified in the SPAK file.
