Who killed the father of two children, 42-year-old Egli Proga on Saturday evening, August 10? Did the Pogradec police really try to hide it as an incident by initially reporting it as an accident, and why exactly did this police wait for about 16 hours to react officially since the incident? Are the accusations of the victim's sister, Jona Proga, true that the ambulance was more than 30 minutes late to transport her brother to the municipal hospital and that today the victim, Egli Proga, could be alive. Euronews Albania has the complete investigative file and will try to clarify it.
"A drunken person found unconscious on the street" - this was the sentence that prevailed at the scene from the people who were around or under the breath of the policemen of the police station of Pogradec. The sun had to rise again for the media to illuminate a part of the event since the police did not have any official reaction during all this time.
An incident which was initially reported as accidental turned out to be a murder.
At 10:10 a.m. on August 11, the Korça local police department would officially react by stating that it had arrested 4 people for this event, 29-year-old Denis Meçe under the charge of the intentional murder of Voltan Shulkun, Arian Manellari and Leonidha Guçe. all three under the charge of not reporting the crime
In the full investigation file available to Euronews Albania, the police information shows that the suspected perpetrator of the murder of Egli Progë, 29-year-old Denis Meçe, immediately after the incident left for the village of Buçimas, where on the road, under the influence of alcohol, he stopped the car and slept for a few hours. The police could not find him. Only at midnight, around 3:30 a.m., Denis Meçe turned himself in at the Pogradec police station.
What stands out is that in his statement he does not admit to having punched Egli Proga at any time.
"Around 3:30 p.m. I'm sitting outside in the bar "Stropcka" with Klodi Guçe to drink a beer. He was with a cousin of his. Then after 30 minutes Arjani the taxi driver joined us. After 3 hours this guy (Egli Proga) comes, I didn't know his name but I recognized his face, he greeted us and entered the bar. At one point I ran out of cigarettes, I asked Voli (the owner of the bar) but there this guy (Egli Proga) told me; "I'll screw it up." I took the cigarette, when I turned my back he cursed me with the words; "to q* the race). I ignored him and sat down at my desk. He kept insulting me and even insulted Claude from his mother, but he didn't listen to him either. He continued inside cursing and I came in and asked him why he was cursing and I told him; Come on, let's go outside and talk" - he told me; "Come on, what do you want to do with me" and we went out, Denis Meçe declared.
"I wanted to slap him on the cheek to calm him down, but when I got close to him, I raised my hand, he fell to the ground and never got up again. "
Denis Meçe, in his statement given to the judicial police officers, admitted that he left the scene towards the village of Buçimas, where he slept in the car for several hours.
Asked several times by the blue forces if he could clarify the moment of the fall of Egli Proga, the 29-year-old Meçe stated that he did not remember it because he was very drunk.
But a few hours later, there was communication between Denis Meçe and his lawyer, where the latter admits to Euronews Albania that the client he defends hit Egli Proga.
From the off-camera communication that Euronews Albania has had with Mr. Eduard Muci, who is Denis Meçe's defense lawyer, he says that his client never intended to kill the 42-year-old father of two Egli Proga. On the other hand, he admits that his client once punched Egli Proga and the latter first collided with a car parked at the scene and fell on his head on the asphalt.
But there are two contradictory statements of the people who were at the scene.
The owner of the bar where the incident took place, Voltan Shulku, admits that he was only a few meters away from the two boys, but says that he did not hear anything and his bar's cameras were strangely unable to record.
"They didn't have any kind of argument or conflict between them and it lasted a very short time after he only drank half of the beer and got up and went to the toilet. When he went outside, people called loudly asking for water and I quickly went outside and saw him lying on the ground, I lifted him to give him help until the ambulance came to take him. I checked the camera that I have at the bar and it was not recording at all, but only what you see at the moment and nothing more", said the owner of the bar where the incident happened.
But just 30 meters away from the scene, Ardian Bego, a relative of the victim, saw everything, who declares that:
"I saw a person who was punched in the head by another person and fell to the ground on the asphalt. I did not approach, but I saw from afar that the owner named Voli came out of the bar, he approached the person who fell to the ground and was giving him help. Someone there told me that it was my cousin Eglantin Proga who had been hit. I looked for help around, after 10 minutes the ambulance came and took him to the Pogradec hospital. In the ambulance, the cousin was not reacting at all. At the hospital, the doctor informed me that my cousin passed away. I emphasize that Egli has a bar 30 meters away from where the incident took place.
So, Voltan Shulku confesses that there was no fight or argument, while Ardian Bego, on the other hand, says that there were fistfights.
But what do the other two accused of not reporting a crime say?
” Unë nuk e kam parë kush e ka goditur Eglin pasi nuk kam qenë i vëmendshëm në atë moment, kam qenë në gjendje të dehur. Kam parë vetëm atë momentin kur bërtiste ajo gruaja që i solli ujë për të njoftuar ambulancën, kam parë edhe që pronari i lokalit po i hidhte ujë Eglit i cili ishte shtrirë mbas makinës sime e cila ishte e parkuar në rrugë para tavolinës ku isha ulur për të pirë “,-tha Leonidha Guçe.
” Ai qëndroi me ne dhe sa më kujtohet ai hyri brenda dy tre herë dhe në fund kur ndodhi ngjarja që erdhi policia nuk e pashë më. Jashtë në lokal kishte e njerëz të tjerë por nuk e mbaj mend kush ishte. Unë nuk kam parë gjë fare sepse isha ulur me kurriz”,- deklaroi Arian Manellari.
Vetëm pak orë pasi kishte varrosur të vëllain, Jona Proga ngriti akuza të rënda se ngjarja u tentua të manipulohej.
“Pyes çfarë ka ndodhur dhe me thonë se është rrëzuar, është rrëzuar goxha por nuk erdhi askush që po mblidhnin prova. Që po merrnin kamerat, dëshmitarët. Policia ka lëvizur vonë. Kanë qenë ne lëvizje nga të tjerët për t’u sjellë kështu. Asnjë gjë, akoma. Mirë që nuk lexoja mediat që thoshin vdiq në gjendje të dehur. Dallohej qartë që ishte i dhunuar dhe askush nuk e thoshte. Askush nuk thoshte që ishte bërë një vrasje, e kanë vrarë e masakruar në rrugë. E kanë lënë. Ambulanca nuk vinte. Ambulanca është vonuar gjysmë ore, që për dy minuta arrihej. Ai ishte gjallë e mund të shpëtonte”,është shprehur motra e Egli Progës, Jonida Proga.
Euronews Albania disponon ekskluzivisht skedën e urgjencës së Pogradecit, në të cilën thuhet se ambulanca u nis në orën 19:16, duke mbërritur në vendin e ngjarjes në 19:20. Në 19:22 ambulanca është nisur drejt spitalit bashkiak të Pogradecit ku ka mbërritur në 19:28. Pra, sipas këtij dokumenti gjithë itineraari nisje – mbërritje e ambulancës ka qënë 12 minuta.
Skedën e përforcon me dëshminë e tij në një prononcim për mediat edhe drejtori i Qendrës Kombëtare të Urgjencës, Skënder Brataj, i cili thotë se situata u menaxhua për 20 minuta.
Edhe babai i Egli Progës akuzon se i biri u vra qëllimisht e se vdekja nuk i erdhi nga pija.
“Vrasje, jo gjoja reshktii se ishte pirë. Djali u godit e u vra nga njerëz maskarenj, kriminale. Të pashpirt. Unë nuk e njoh Denisij, nuk e mbaj mend të ketë ardhur në lokal. Kam dëgjuar se ka qenë problematik në qytet, i keq, një gangster, ka qenë më precedentë penalë, kjo ditë erdhi që mosveprimi i shtetit e te bënte me keq aq sa më vrau djalin. Instusfuomer shtetërorë të insistojnë të merren masa për atë që vrau djalin. Nuk u rrëzua djali, e vranë. Të dalë e vërteta. Të mos mbulohet e vërteta. Mos mbrohet nga këto institucione”,-tha Nazmi Proga.
Pas akuzave nga familjarët, dy ditë pas ngjarjes, drejtori i përgjithshëm i policisë së shtetit Muhamet Rrumbullaku ka urdhëruar nisjen e hetimeve brenda policisë së Korçës, për të kuptuar gjithë veprimet e personelit dhe se a ka patur vërtet një tentativë për fshehje të ngjarjes.
Akuza të shumta për manipulim të ngjarjes ka edhe ndaj Elton Halilit, i cili është shef i komisariatit në qytetin e Pogradecit. Ky i fundit në një komunikim jashtë kamerave për Euronews Albania shprehet se policët e komisariatit të Pogradecit kanë bërë kryer vetëm rrethimin e vendit të ngjarjes dhe këqyrjen momentale të kamerave, dhe gjithë veprimet hetimore i ka marrë përsipër drejtoria vendore e policise se Korçës. Kjo e fundit u desh plot 16 orë për të reaguar zyrtarisht se çfarë kishte ndodhur në atë ngjarje.
Euronews Albania u drejtua zyrtarisht me një kërkesë për informacion pranë drejtorisë vendore të policisë Korçë se përse u deshën 16 orë për të reaguar për çështjen, por nuk mori një përgjigje.
Në një seancë me dyer të mbyllura, prokurorja Vasjana Postol çoi para gjyqtares Luljeta Kola kërkesën per masën e sigurisë” Arrest me burg “për Denis Meçen, por këtë herë jo për akuzën e vrasjes me dashje por nga pakujdesia. Gjykata pranoi kërkesën ndërsa tre personat e akuzuar për moskallëzim krimi lanë qeline e paraburgimit pasi ndaj tyre u vendos masa e sigurisë detyrim paraqitjeje.
Kjo solli rritim tek të afërmit, duke akuzuar se vëllai i tyre po vritej përsëri nga drejtësia
“Po flisni padrejtësi që nisi në policinë e shtetit, çdo akt e shoqëroi e gjykatën. U lanë të lirë vrasësit. Po flasim për padrejtësi të menjëhershme në bashkëpunim. Po flasim për banda të bëra bashkë. Është vrasje, ca janë këta te tjerët qe lihen detyrim paraqitje? Po vritet Egli me çdo veprim e mosveprim që është duke u kryer, kjo është vrasje për herë të tretë. Është vrasje me dashje në bashkëpunim, e u lëshuan nje tufë huliganësh”,-tha Jona Proga.
” Këta njihen shumë mirë për gjobëvenie, jam pa fjalë. Dua që drejtësia të vihet në vend. Jam pa fjalë. Ju lutem mediat të bëjnë të pamundur ose përndryshe, nuk çfarë të them. Ata janë kriminel në bashkëpunim”,-u shpreh një tjetër I afëm i viktimës.
E sikur mos mjaftonte kjo, në komunikimin që familjarët kanë patur me gazetarin e Euronews Albania në Korçë Xhensil Shkëmbi, ata kanë akuzuar prokuroren Vasjana Postol si të blerë nga avokati Budjon Hoxha, i cili në foton e dërguar nga familjarët shihet të jetë mik me Ervin Xhihani, bashkëshortin e prokurores në fjalë. Budjon Hoxha është avokati mbrojtës i Voltan Shulkut, pronar i lokalit ku ndodhi ngjarja, i akuzuar për moskallëzim krimi.
5 ditë pas ngjarjes, drejtori i përgjithshëm Muhamet Rrumbullaku reagoi zyrtarisht duke u shprehur se nga hetimet e kryera brenda drejtorisë vendore të policisë Korçë nuk ka patur asnjë tentativë për fshehje apo manipulim të çështjes.
