The show "Në Shënjestër" by the journalist Klodiana Lala has dealt with the interference in the TIMS system that caused many reactions, including that of the American embassy in Tirana, clarifying in detail what happened.
The intervention in the TIMS system could be one of the biggest scandals still not fully investigated, which happened in the heart of the Albanian administration, where a leader only a month after his appointment to the head of an important public agency within the State Police, no he not only seriously violates the given task, entering his office as if he were a robber, but also takes from there sensitive data related to the basis of the TIMS system.
Rather than being there to protect this information from people who would give anything to get their hands on it. This seems to be the case of Ervin Muça, external advisor to the General Director of the State Cadastre Agency. While on June 27, 2023 he was appointed as the head of the Department of Technology and Information in the State Police, in the late evening hours of August 2 of the same year, he entered the premises of the institution he was leading, with the card of an employee and in cooperation with unauthorized persons coming from abroad, and attempted to copy the data of the TIMS system.
It stores classified information related to persons who are under investigation or under police surveillance. But what is the purpose of copying TIMS system data? And what emergency sent director Ervin Muça to sneak into the Directorate of Technology and Information at midnight?
And who were the people accompanying him that evening? Why did he use an employee's card to enter the facility, and not his own? How did the screeching denunciation coming from this email first come about and who was it addressed to? And what information were they able to get from the database and if so, where did this data end up and who did it serve?
According to the documents provided by the show 'Në Shënjestre', the whole scandal began to come to light after an email that IT specialists in the Directorate of Technology and Information had sent on August 3, 2023, to the Police Surveillance Agency. This email informed this Agency that a scandal of extraordinary proportions had erupted in the State Police.
According to this email, the new director of the IT department in the State Police, Ervin Muça, had ordered his subordinates, i.e. the specialists, to immediately export to an external hard drive data from the TIMS system, which included actions taken by the police or even investigative files.
" We, who are writing to you, are denouncing a scandal related to a theft that is happening in the offices of the State Police. Today, August 2, 2023, the Director of the Department of Information Technology in the State Police, the newly appointed (a few days before the arrival of Minister Taulant Balla) Ervin Muça, verbally ordered all database and server employees to immediately export the entire TIMS database on an external Hard Drive, to a large USB stick that was carried in this person's pocket ," the email said.
Why did the newly appointed director of the IT Department in the State Police need such data, for which millions of euros are paid from the state budget, for his security. And how was Ervin Muça appointed, at the head of this department, and how was he given the rank within the same day when he received the important task? Can Ervin Muça be trusted with such sensitive data as long as he does not have a security certificate?
According to the Prosecutor's Office, immediately after being informed about the scandal that had occurred within the State Police, the prosecuting authority started the verification of the case. A case that was even more serious than that, since those who were the subordinates of the director Ervin Muça, had strongly opposed his order to export the data. Among them is Ardit Muço, head of the sector.
But seeing that the head of the sector had no intention of breaking the law and thus exporting the data, it turns out that the director Ervin Muça had carried out this process with the help of some external experts, some of whom actually worked in the company private. And like the head of the Department of Technology, they didn't have a security certificate to export the data off the State Police server.
" According to the email received at the Police Surveillance Agency, immediately they were ordered by the director Ervin Muça, to export the data outside the State Police server, the IT specialists in the Directorate of Technology and Information in the State Police have informed about with this action the head of the sector, Ardit Muço. Where did they inform the latter, that the director Ervin Muça, in order to enable this data transport, from the State Police to a different Hard Disk, outside this institution, had requested the help of several persons, recognition of of him, who were employed in various private companies. Where according to them, this was not the first time that director Ervin Muça performed this action.
