The High State Control continues to sound the alarm regarding the theft that is being done in the budget with health concessions. Dialysis, Check-Up, Sterilization and laboratories receive millions of euros every year and the citizens benefit nothing.
In the annual report of KLSH, which went to the Assembly yesterday, it is evident that the government has increased funds for health concessions. Even Vilma Nushi of Check Up and Klodian Allajbeu of Dialysis receive money from citizens' taxes for unfinished work.
" From the audit in the FSDKSH for the year 2022, an increase in the costs for the sterilization concession was found due to the change in the structure of the personalized set of surgical instruments with an increase of 17% for high complexity, 3% for medium and 16% for low complexity ; increase in expenses for the dialysis concession, including invoices for incomplete services for 8,854 cases in the amount of ALL 99 million without VAT; payments were made for incomplete service for the Basic Medical Control Concession (Check-up) for 20,172 cases, with a cost of 31,004 thousand ALL without VAT; in the implementation of the Concession Contract "For the provision of hemodialysis" payments were made for 8854 cases, of which 6918 cases were under projection and 1936 cases were over projection, in the amount of ALL 99,191 thousand, which represents payment for incomplete service; the lack of the first and only alternative drugs in 2022 has resulted in a decrease in the number of prescriptions, affecting a significant number of patients; the budget restrictions for financing the laboratory analysis service related to the budget ceiling, sanctioned in the laboratory concession contract, have jeopardized the provision of laboratory analysis, to the appropriate extent, according to hospital needs and resulting in the guidance of patients in obtaining this service to private entities, at a cost to the citizens, as well as deterioration of health from not performing the relevant analyzes on time ", emphasizes KLSH.
It is also emphasized that in the framework of health audits, it is established that the Ministry of Health and Social Protection (MSHMS) and its dependent institutions have not enabled the improvement of the tumor disease treatment service; radiological services, radiotherapy and some chemotherapy are offered only in the Oncology Hospital, therefore the centralization of most health services increases the economic costs for patients and their families.
Likewise, the responsible institutions of the health system have not been fully effective in further strengthening the policies of prevention, screening, timely treatment of cancer, to reduce the mortality of the population affected by tumor diseases in the country.
According to KLSH, MSHMS in collaboration with the Institute of Public Health, have not drawn up monitoring and evaluation reports for the completion of the Cancer Program in Albania 2011-2020, as well as publishing evaluation reports for the progress of cancer in Albania, enriching the National Cancer Registry.
Also, MSHMS and the Compulsory Health Care Insurance Fund: have not planned the audit of the structures for monitoring the implementation of hemodialysis service contracts. According to KLSH, they have not studied and analyzed the professional, technical and infrastructural capacities of the public and non-public health institutions of each city so that the dialysis service is provided as close as possible to the patients who live in these cities. / Pamphlet
