The Chairman of the Supreme State Audit Office, Arben Shehu, today presented the 2024 annual report at the joint meeting of the Committee on Civic Initiatives and the Committee on Economy.
The head of the Albanian Supreme Audit Institution (KSAI) has listed a series of violations identified during 159 audits conducted last year.
"During 2024, the SAI conducted 159 audits in all levels of government. 4,378 recommendations were given, including 993 disciplinary measures, 66 administrative measures, and 697 measures for financial effects. It was found that assets were not fully registered, and there was a lack of documentation for real estate. There were problems in registering assets, increasing the risk of asset alienation," said Shehu.
The head of the SAI said that problems have also been identified in several municipalities in the country, especially with arrears.
"In some municipalities, a lack of evidence on arrears has been found, interest on arrears has not been calculated, and debts recognized by court decision have not been recorded. This creates not only inaccuracies in the financial statements, but also a real risk of increasing debts in the future and facing unjustified penalties, as additional budgetary costs," said Shehu.
Shehu said that central and local institutions continue to face the problem of unfair dismissals of employees.
"Problems in human resources administration were identified, mainly with unfair dismissals," he said.
For all the violations identified, 13 criminal charges have been filed, the head of the SAI said.
"The SAI has referred cases with criminal elements to the justice authorities. During 2024, the SAI has sent 13 criminal reports, which include cases where the audit revealed actions or omissions with serious violations of the law. In addition to the reports, the SAI has forwarded, at the request of law enforcement authorities, 35 other informative materials on issues that require further investigation," said Shehu.
