A series of problems are evident in the migrant camp in Gjadra, which is administered by the Italian authorities, and which houses 40 migrants of various nationalities who have been refused asylum or residence in Italy...

A series of problems have been identified in almost 1 week at the migrant camp in Gjadra, converted into a CPR, where 40 people are accommodated, who have been refused asylum by the Italian authorities and are expected to return to their countries of origin.

Although there is very little information on the people transferred to Albania, what is known is that the moment the migrants landed on Albanian soil, they were photographed and fingerprinted, a procedure that did not occur with the 3 groups of migrants who were brought to the Gjadri camp and then transferred to Italy.

The reason for this new procedure is probably the fact that the transferred persons are registered in Italy for criminal offenses and have lost their right to reside in the country across the Adriatic.

"In the Gjaderi CPR, established on the basis of the agreement between Italy and Albania, the fundamental rights of migrants have been systematically violated. We have found serious critical issues: lack of information, limited access to legal protection, sudden transfers from eight different Italian CPRs, without any prior communication and without indicating the destination where they would go". This was stated in a joint note by Marco Simiani and Nadia Romeo, deputies of the Democratic Party, and Sandro Ruotolo, the Democratic MEP and head of Information for the Democratic Party, currently on an inspection mission to the Albanian detention center, together with the MEP of the Greens group, Benedetta Scuderi.

"As soon as they arrived, they were transferred to the Albanian CPR. In just six days we documented 22 critical episodes: multiple injuries of migrants, serious mental problems, protests, serious mental problems and drugs. One was returned to Italy, despite health problems present at departure or close to a sentence expected the next day," the report by Italian and MEPs continues.

They emphasize that the entire procedure followed for the transfer of migrants to the Gjadri CPR is arbitrary.

"The total lack of documentation on the selection criteria makes evident the arbitrariness of these procedures. Everything has happened without transparency, without clear criteria, without any legal guarantees. Only one phone call per day is allowed, which must be made either with lawyers or family members. This is an unacceptable violation of human rights. The Court of Human Rights cannot accept that the current deportations are disguised as administrative acts," Simiani, Romeo and Ruotolo said in their response.

Meloni relieved after EU decision

 "The EU's decision to include Tunisia, Bangladesh and Egypt in the list of safe countries is an important step that reflects the Italian line in managing migratory flows. These are the countries from which most of the people who arrive irregularly in Italy come and this classification will allow the implementation of accelerated procedures. International protection has also decided to bring two measures of the new Pact on Migration and Asylum, planned for 2026: the first concerns accelerated procedures for citizens of countries with a protection recognition rate lower than 20%, while the second introduces more flexible criteria to determine which countries are safe, including the possibility of major territorial change with a major shift at European level of responsibilities between member states, an objective for which Italy has long fought". This was stated to Tgcom24 by Alessandro Battilocchio, head of Immigration for Forza Italia.

He emphasized that if in the past Europe has often considered immigration a marginal problem or left to the sole responsibility of border countries, today the approach is finally evolving towards more coordinated management.

And the figures - adds the representative of the blue party - confirm the effectiveness of this strategy: this year, as of April 17, irregular arrivals in Italy were 12,124 from 26 thousand in the same period a year earlier, while in 2023 they were 34,343.

Another essential part is the role of the centers in Albania for repatriations, a project that is part of a broader strategy that includes agreements with transit countries, measures for legal migration and a more decisive fight against human traffickers. Italy has already launched the Mattei Plan, a new model of cooperation with African countries.

"I welcome with great pleasure the EU's proposal for a list of safe countries of origin, which includes, among others, Bangladesh, Egypt and Tunisia," said Italian Prime Minister Giorgia Meloni.

She stressed that she considered positive the proposal to bring into force some components of the Pact on Migration and Asylum, in particular the possibility of designating safe countries of origin with territorial and category exemptions and the application of the 20% criterion.

These are in fact cases that enable the activation of accelerated border procedures for immigrants coming from Italy, certain countries, as well as Albania.

"This is further confirmation of the sustainability of the decisions taken by the Italian Government in recent years and of the support of a growing number of European nations.

Italy has played and is playing a decisive role in changing the European approach to managing migration flows.

Even in Europe, protecting external borders, fighting against massive irregular immigration, strengthening the implementation of equal countries of origin and partnership, equal repatriation policies are origin and repatriation policies.
