The concession company of Bashkim Ulaj has announced that from January 4, the implementation of the approved tariff will start, which starts from 2.1 euros without VAT.

According to the announcement, this fee will be reviewed annually, adjusting to exchange rate fluctuations.

The Thumanë-Kashar axis, with a length of 30 km, was completed last summer. The Thumanë-Kashar road was opened for traffic on June 30, 2024 and was given a concession to the Gener 2 company for 35 years and at a cost of 271 million euros.

The segment has a length of 21 kilometers and is the first Category A highway, which means not only European road construction standards, but also a different speed limit than the other road axes of the country. This road axis is the first axis where it circulates with a speed limit of up to 130 kilometers per hour.

But Bashkim Ulaj, in bargaining with Prime Minister Edi Rama, changed the project and did not make any entry-exit connecting nodes for residential centers along this road, creating a monopoly of exploitation for maximum financial profits.

Because the road is a 35-year concession with a payment of 2.1 Euros according to the contract with the government, but Bashkim Ulaj has self-imposed the toll fee of 2,700 old lek, stealing from the citizens without fear of justice, while he has negotiated with the government for this theft.

With this concession road for 35 years, he will generate 1.3 billion euros in revenue, while creating a traffic monopoly without entry-exit nodes, his revenue is expected to be 2 billion euros, increasing the actual value of the construction.

We recall that the initial cost of the Thumanë-Kashar road with the same project was 188 million USD; after a year it became 242 million USD, while now it turns out that it was built with 435 million Euros, although 25% of the project has not been implemented with works of art, width parameters, lighting, security elements and volume of work.

The Thumane-Kashar axis, according to the technical reports project, is called "Category "A" Motorway", but 2 months after the inauguration, its asphalt has started to become undulating and potholed, according to the construction and concessionaire company "Gener-2", according to according to the experts, only 30% thickness of asphalt was laid on the inert gravel layer of the road.
