Of the 10 officials summoned to the 8 municipalities of the Elbasan district, only 3 appeared at the city prosecutor's office on Friday, giving explanations to the judicial police officer who is following the dynamics of the investigation of file No. 1417.
This is a voluminous case, which was opened in 2024 on charges of "Abuse of Office" and "Waste Management".
But the investigations in this file have advanced and the focus of the verification has now been placed on the institutional and financial relationship that officials from 8 municipalities in the Elbasan region had with the waste management company "ECO-ELB", which is administered by Leli Kraja.
Through a summons issued by the prosecutor of the case, Legal Directors and several Finance Chiefs of the municipalities of Elbasan, Gramsh, Librazhd, Prenjas, Cërrik, Belsh, Peqin and Rogozhinë have been invited to appear and provide explanations before the Judicial Police Officer, Hasan Asllani.
"...as part of the preliminary investigations regarding this proceeding, it is necessary to take statements from the responsible person in the above municipalities, who drafted the contract signed between the municipalities and the company "ECO-ELB Sh.pk", states the summons sent to the municipalities by the Elbasan prosecutor's office.
But only 3 out of 10 summoned officials appeared on Friday and provided explanations on the situation, payments and management of urban waste, a process that the 8 municipalities of the Elbasan District carry out through the company "ECO-ELB", which has received this service from the Elbasan incinerator.
The other 7 people are expected to appear this week. They are officials who serve in the Legal Directorate and the Finance Directorate of the aforementioned municipalities.
The officials were questioned regarding the terms of the legal contract with the company "ECO-ELB" and the method of payments that were made.
The prosecution has raised strong suspicions that municipalities, for almost 4 consecutive years, have paid a million lek through 668 transactions to "ECO-ELB" for a service they did not receive, such as the burning of waste in the Elbasan incinerator.
"Ora News" has learned that Article 4 of the Object of the Contract concluded between the administrator of "ECO-ELB" Leli Kraja and 8 Legal Directors of municipalities in the Elbasan region, provides for the acceptance of waste, its collection, treatment and subsequent incineration (burning) through the incineration plant.
All 4 of these services, according to the contract, were to be provided by the company “ECO-ALB.” While the 8 municipalities were to pay from their budgets every month for these 4 services.
Tre proceset e para siç është pranimi, grumbullimi dhe trajtimi që parashikon selskionimin e tyre janë kryer për gati 4 vite me rradhë nga kompania “ECO-ELB”, ndërsa incenerimi thuajse nuk është ofruar fare si shërbim.
Kjo për shkak se sipas kompanisë “ECO-ELB”, impianti i djegies ka pasur difekt dhe pjesën më të madhe ai ka qëndruar i mbyllur.
Sipas dosjes hetimore në vitin 2022 impianti i djegies së mbeturinave ka funksionuar vetëm 24 ditë, për shkak të difekteve që ka pësuar.
Ndërsa në vitin 2023, impianti ka punuar përafërsisht vetëm 7 muaj. Ndërsa në vitin 2024 dhe 5 muajt e vitit 2025, impianti i djegies nuk ka punuar fare.
“…gjatë vitit 2024 është kryer procesi i pranimit dhe grumbullimit,por nuk është kryer procesi i incenerimit…”-thuhet në dosjen e prokurorisë së Elbasanit.
Pavarësisht mos ofrimi i këtij shërbimi kontraktual, zyrat e Financave në 8 bashkitë e qarkut të Elbasanit, kanë vijuar kryerjen e pagesave për kompaninë “ECO-ELB” me qëllim djegien e mbeturinave.
“Ora News” ka mësuar se vetëm nga ana e bashkisë së Elbasanit përgjatë viteve 202,2023,2024 dhe 5 mujorit të vitit 2025, janë kryer drejt kompanisë “ECO-ELB” plot 239 transaksione bankare me një vlerë të përgjithshme mbi 2 miliard e 442 milion lekë të vjetra.
Kjo shumë është paguar për 4 shërbime, duke përfshirë dhe procesin e djegies por një gjë e tillë gjatë këtyre viteve është kryer në një periudhë fare të vogël, për të mos thënë fare.
Bashkia e Gramshit rezulton të ketë kryer 72 transaksione në drejtim të “ECO-ELB” me 209 milion lekë të vjetra. Ndërsa bashkia e Librazhdit ka kryer 65 transaksione me vlerë 265 milion lekë të vjetra.
Lista vijon me bashkinëe Përenjas e cila ka kryer 71 transaksione me 223 milion lekë të vjetra. Kurse bashkia e Cërrikut ka kryer 71 transaksione drejt “ECO-ELB” me vlerë totale mbi 308 milion lekë të vjetra.
E përfshirë në transaksione për një shërbim që është kryer pjesërisht është dhe bashkia Belsh, e cila ka kryer 72 transaksione me vlerë mbi 198 milion lekë të vjetra. Pas saj ka vijuar dhe bashkia e Peqinit me 66 transaksione, vlera e të cilave është 298 milion lekë të vjetra.
E fundit qëndron bashkia e Rogozhinës e cila ka kryer drejt komapanisë “ECO-ELB”, plot 12 transaksione me vlerë financiare 187 milion lekë.
