
The Albanian government will pay an additional 4.3 million euros for the Korçë-Ersekë road in justification of the revision of the project. The Albanian Road Authority has modified the contract with the road construction company ANK by adding costs for the realization of new works on the ground. This brings the total cost of the second part, the second lot of this road to 26 million euros without VAT.
ARRSH did not announce a new tender for the additional works, but awarded the contract directly to the company ANK. In the documents accompanying the contract, ARRSH argues that this form is less expensive, because awarding the contract to another company would have higher costs for due to the mobilization of the construction site and other items brought about by the change of the contractor.
As for the changes to the project, the documents state that a review of the bridge project over the Selenica stream was carried out, as during the implementation it turned out that the bridge provided for in the tendered project did not cover the width of the river bed, which at different times of the year widens his bed.
Also, a review of the project was carried out in relation to the improvement of the road surface, because during the implementation of the works, the presence of water was encountered at the excavation depth of 2.5 - 3 m.
The reason for the modification of the contract is the change of volumes due to the non-compliance of the project with the fact on the ground, as well as the non-compliance of the project with the estimate. The modification of the contract was signed on August 30, while the deadline for the completion of the works went to 22 months, from 18 months that was the initial deadline.
The collapse
In March of this year, the Korçë-Ersekë road collapsed without being inaugurated, becoming impassable. The collapse happened in the place called Qafa e Qarri, which is in the first part of the second lot. The additional funds that the government is granting now belong to another segment, which is in the second part of the second lot and are not related to the collapse.
According to the government, the collapsed segment will be repaired with the construction company's own money, without additional costs for the state budget.
