A2 CNN reveals the "non paper" through which the Albanian government has argued near the US and EU diplomatic headquarters in Tirana the need to reform governance in all institutions in the country, with a focus on the fight against corruption.
8 years after the approval of the justice reform, Edi Rama's majority explains in an 8-page document the idea of controlling the legal framework of justice, this time in the name of independence and transparency.
" The reform process will focus on the subjection of state agencies and independent institutions to a reform process aligned with the values and standards of the transformation of the justice system. This includes the assessment of the legal framework and its implementation, the review of legislation and institutional measures to strengthen the achievements of the reforms in terms of independence, impartiality, accountability, quality and efficiency in the entire justice system .
The system was emptied of vetting beyond expectations, while the stock files are one of the fundamental problems that the justice reform has not provided a solution to. The idea that the Prime Minister presents to international partners for the flexibility of work is digitization.
" In terms of efficiency in the justice system, urgent priorities are the reduction of stock files and the implementation of digitization in this system "
In the name of the fight against corruption, which international reports identify as extending to all levels of government, the executive thinks that the solution is to change the work and functional laws of each institution.
"Special focus will be on the sectors most vulnerable to corruption, such as the property law, taxes, public procurement, health and education. Also, priority will be given to improving the quality of investigations and criminal prosecutions in cases of corruption, improving financial investigations and preventing foreign interventions from unfriendly countries" .
According to Edi Rama's government, all this work should be done by an Ad Hoc Parliamentary Commission with the involvement of the majority and the opposition, as well as with the assistance of allies. The implementation of the government plan is spread over 5 phases, with the first being carried out with the presentation of the EP/resolution. The second step is the creation of the Ad Hoc Parliamentary Commission, to continue with the analysis and evaluation of the legal and institutional framework.
The fourth phase, according to the government project, is related to the drafting of a report with the main findings, which, after consulting the interest groups, is formalized with the approval of a Strategic Document and a package of legal changes. This document will serve to start the reformation and construction of the modern state for the EU as claimed by the SP. Rama proposes that this work between the Parliament and the allies be done within a year, despite the fact that in the document available to A2 CNN the possibility of more time is left open if necessary./ A2CNN
