The residents of Rrjoll have risen up today in protest in front of SPAK and in a sign of revolt have thrown eggs at the Prosecutor's Office.
Residents of the village of Rrjoll are protesting today in front of the Special Prosecution Office against Corruption and Organized Crime (SPAK), demanding an investigation into what they consider the looting of their properties in the Velipoja area.
The protesters hold banners and documents that, according to them, prove ownership of the lands, while some posters express their trust in the justice of SPAK to solve the case. During the protest, some of them threw eggs at the prosecutor's office building.
According to residents, the land being used for the construction of a luxury tourist resort was illegally taken from them. They claim that the properties were registered abusively by the former director of the Cadastre, Fatmir Shpellzaj, and then passed on for investment development by businessman and publisher Bashkim Ulaj.
One of the residents warned in a media statement that the situation "is heading towards bloodshed."
"We have also filed a complaint with SPAK and are waiting for a response from SPAK. We are asking for the works to be blocked until the truth is revealed. We are seeking the truth. If he has the real documents, let him continue, if it turns out that the land is ours, let us inherit it. I have no hope from the Shkodra Prosecution Office. We have been waiting for a year and we have no hope, the situation is heading towards bloodshed, I say it with all my heart. This Shkodra Prosecution Office has not taken any action and what we have done in the complaint," said one of the residents of Rrjoll.
For more than a month, the conflict over land ownership in Rrjoll has caused tension in the area. Residents have clashed with employees of the investor's company, police officers, and private guards from the "Breçani Security" company, who they say are engaged in guarding the construction site.
The representative of the residents of Rrjoll, Prekë Molla, stated that a third criminal report has been filed with SPAK against persons who, according to them, are involved in the alienation of properties.
The residents point out that they have ownership documents dating back to the 1930s and claim that the lands have been inherited from generation to generation. They say that previous reports filed with the Shkodra Prosecutor's Office and Court have not been fully investigated.
For this reason, for the second time they have protested in front of SPAK, demanding that the institution take charge of the file and verify the procedures followed by the justice bodies in Shkodra.
Residents warn that they will also submit to SPAK the names of prosecutors and judges who, according to them, have handled the case unfairly.
We recall that a few days ago, they also filed an official request with the Prosecutor's Office, requesting a quick legal solution and verification of ownership documentation for the land in Rrjoll, where the tourist resort is currently being built.
The construction of “Blu Borgo” on an area of 146 hectares was started by oligarch Bashkim Ulaj in early February. The project envisages 33 accommodation and service structures, with buildings from 3 to 10 floors above ground and one underground floor. The developer is the company “ABA Blue Borgo”, with the status of a strategic investor.
