Cigarette and vaping prices increase due to tobacco excise tax

The increase in the price of cigarettes has begun to be reflected in the Albanian market, following the entry into force of excise tax indexation, provided for in the law on national taxes.

The tax increase has directly affected the price of tobacco packages, which are now being sold more expensively at points of sale.

According to the accompanying document of the draft law, the excise tax on cigarettes has been indexed from 7,500 lek to 7,750 lek per 1,000 cigarettes, an increase of 250 lek, which translates into a few lek more per pack for the final consumer.

In parallel, an increase has also been applied to alternative tobacco products. The excise tax on electronic cigarettes and "vape" liquids has been increased from 18 to 20 lek per milliliter, introducing these products for the first time into a stronger fiscal regime.

The government argues that excise tax indexation aims to increase budget revenues, but also curb tobacco consumption, in order to protect public health.

However, data shows that demand remains high. Tobacco imports have reached over 3,150 tons, the highest level recorded so far.

Authorities predict that from this measure, the state budget will collect around 1 billion lek additional this year, while cigarette prices are expected to continue their gradual increase in the coming years.
