Over the last 5 years, the four 'mammoths' of corrupt tenders, Pëllumb Salillari, Paqësor Buzi, Artan Sako and Ardit Metaliaj, have laundered 570 million euros from the state budget, through tenders determined by bargaining at the table.
By order of SPAK and with the approval of the GJKKO, BKH investigators have conducted inspections in premises and on several citizens suspected of involvement in corrupt affairs with road tenders. The raids were carried out within the framework of proceeding no. 136 of 2025, for suspicions of abuse of public funds in road infrastructure projects.
The two 'mammoths' of road tenders, Pëllumb Salillari and Paqësor Buzi, are also subject to inspection and part of the investigation.
Salillari is the beneficiary of hundreds of millions of euros (public money) through predetermined tenders with table bargaining, with winning bids as high as the limit fund and by deceiving the implementation of public contracts, through the deformation of projects and false situations. In the last 5 years alone, 170 million euros from the state budget have passed into the account of the Salillari company.
Meanwhile, the GPG COMPANY of the 'mammoth' of public funds, Paqsor Buzi, arrested in 2020 for VAT fraud schemes, has also benefited from hundreds of millions of euros of public funds through corrupt tenders and by defrauding the implementation of contracts.
Over the last 5 years, the period in which SPAK has been investigating, Paqësor Buzi has received 160 million euros from the state budget.
A team of the BKH has also carried out inspections in the company 2T shpk, behind which stands the former commander of the Guard, Artan Sako, currently the mayor of Berat, but with his brother, Artan Sako, as its formal owner. The 2T company is one of the largest beneficiaries of public funds through clientelistic tenders. Over the last five years, it has received 100 million euros directly from the state treasury.
BKH, by order of SPAK, has also carried out inspections at the company 4 AM shpk of Ardit Metaliaj, who is suspected of being a front for Bashkim Ulaj. Over the last 5 years, the company 4 AM shpk has received over 140 million euros of public money from the state treasury, through clientelistic, predetermined tenders and with false documents.
