Through officials who stole land on the coast, occupying beaches and resorts, Babloku set up a meeting with hotel owners in Saranda, with the aim of luring them, allowing them to evade taxes.
According to the law on taxes and self-declaration of income, every business must operate with a fiscal cash register, to declare every penny and with a tax balance for turnover, expenses and profits.
But Babloku has started the campaign by disregarding the law on taxes and fiscal avarice, making bandit bargains with the owners of hotels and resorts on the coast, with the Minister of Finance, Petrit Malaj, with tax collectors and mayors of coastal areas.
According to Babloku, if hotel owners, resorts and beach occupiers declare only 65% of their real income during the summer season and 30% during the winter season, no tax audit will be conducted, but their balances will be accepted in these percentages.
Babloku had on his side the Mayor of Saranda, Oltion Çaçi from Tepelena, while present, in addition to officials from hotels and beaches, were also two Tepelena residents Andrea Çaushi and Arben Muçobega, with records as drug traffickers, money laundering, and occupying beaches and land for construction.
The bargain offered by Babloku, for not declaring real income, also favors the mayor of Saranda, Oltion Çaçi, who has a business with the "Flower" hotel group in Saranda and Golem and hotels in Vlora and Himara, where he has also occupied beach areas for their own use.
In reality, Mayor Oltion Çaçi has paid taxes for his hotels as a "family business", while his hotels have been classified as money collection and laundering centers; but he has not been affected by justice, because his de facto partner is a media owner; a fact that Babloku knew, which is why he catapulted him from hotelier in Durrës to mayor in Saranda.
This fiscal fraud bargain also benefits the head trafficker, extortionist, hostage-taker and murderer Andrea Çaushi alias Renato Çaushi from Tepelena, a personal friend and collaborator of the Tepelena mayor of the Municipality of Saranda, Oltion Çaçi.
