Analyst Neritan Sejamini said that health has turned into a gold mine for the beneficiaries, because while the state budget is 600 million euros for the health system, Albanian citizens pay up to one billion euros out of pocket to receive health care. 

Sejamini stated that the medicine sector in Albania is almost an oligopoly and prices and quantities are criminally set by private individuals and the government.

" Albanian medicine has an annual budget of around 600 million euros per year and Albanians have paid one billion euros out of pocket. It's a gold mine. Of these 600 million euros, 200-300 million are procured. The entire drug sector is criminalized, mafia. There is a concession for the drug safety stamp, which is owned by one of the Albanian oligarchs, who is responsible for ensuring that uncontrolled drugs are not sold in pharmacies or hospitals.

Why doesn't the state create its own conditions so that it doesn't happen to the private person paying, but to the state?
