A serious health and institutional scandal has erupted in Vlora, where Paulo Rrapaj, former director of the AKU for the region, has been placed at the center of a well-organized scheme of abuse of office, conflict of interest, and laundering of products prohibited for consumption.

After the public denunciation of the reprocessing of meat contaminated with salmonella at the "Mega Sallameri" factory, which is actually owned by Rrapaj himself, the general directorate of the National Institute of Health intervened with a ridiculous measure: it removed him from the position of director and appointed him sector manager, within the same institution!

Internal sources indicate that this "dismissal" was simply a maneuver to quell public reaction, while Rrapaj has not actually left power.

He continues to exert influence, order inspections, and participate in decision-making, despite the fact that the law on conflict of interest completely prohibits an individual with direct involvement in the food market from holding public supervisory functions.

The media investigation has revealed that Rrapaj's activities do not end with the meat processing factory. He also owns, camouflaged in the names of his employees, a bar-restaurant, a beach station, and other seasonal activities, all in the Himara area.

In the documents, these businesses appear in the name of Besart Memetaj, an individual closely linked to Rrapaj, but sources indicate that the management, supplies, staff, and profits are directly controlled by the former director of AKU.

This is a classic scheme of avoiding asset declaration, tax evasion and the possibility of criminal investigation. Rrapaj not only personally benefits from his public position, but uses relatives and employees as a legal shield to continue private activities behind the scenes.

Even after his "formal dismissal," Rrapaj continues to have access to information, give orders, and conduct inspections, using his position to block rival entities in the market, warn inspectors not to approach his factory, and manipulate inspection reports.

This is an illegal exercise of public office, which constitutes a criminal breach of duty and a serious conflict of interest under the law "On the Prevention of Conflict of Interest in the Exercise of Public Functions".

Why is the Prosecution silent? Why is SPAK not acting? This entire scheme, from the processing of infected meat, to the exercise of power in violation of the law and the use of secret businesses, constitutes pure criminal material and the subject of investigation for SPAK and the Vlora Prosecution.

So far, there is no information about any official investigation, any criminal proceedings, or any administrative action to remove his right to exercise public office.

A man who was supposed to guarantee food safety has fed the market with danger and citizens with disease. An official who was supposed to punish abuses has created them himself.

An institution that should protect citizens has become a shield for his personal interests.

This case should be the turning point for cleansing institutions from individuals like Paulo Rrapaj, who not only corrupt them, but completely criminalize them. /Infront-al.com/
