The Special Prosecutor's Office has completed the investigations for the deputy of the Socialist Party, Plarent Ndreca, who was charged with the violation of inequality in tenders.
Ndreca is accused of violating the procedures for the reconstruction of 4 police stations in the country, at the time when he was Secretary General of the Ministry of the Interior.
This Friday, the legal representatives have appeared at the SPAK to familiarize themselves with the completion of the investigations. Ndreca himself was not present, he was represented by lawyer Ermal Yzeiraj.
The accusation has been communicated to several other officials as well as a member of the bid evaluation committee. The report to SPAK was made by the State High Control, which suspects that the officials have allowed inconsistencies and legal deviations in the competition for intervention in the Police Stations of Vlora, Mirdita, Pogradec and that no. 4 in Tirana.
According to the HSC, during the inspection, inconsistencies and legal deviations were found, as a result of violations of legal provisions in public procurement procedures, which violated the equality of participants in tenders. Also, there was an unsubstantiated increase in the value of construction costs and design costs in the procurement procedure. The procedures were carried out when this ministry was headed by Sandër Lleshaj.
