Accusations of use of consular attributes and connection to the Operations Room...
Leonard Psili, an employee of the Greek Consulate in Gjirokastra, is currently in judicial proceedings related to serious violations of consular rules, while in parallel his name is mentioned in charges of information activities near police operational structures.
According to the data referred to in the court file, Psili is suspected of posing as a representative of the Consulate even outside official hours and during holidays, communicating with the Operations Room about certain persons and vehicles. These alerts were made under the pretext of a potential risk to the security of the consular institution, although, according to the charges, there was no formal authorization for the exercise of these functions.
Legal and diplomatic experts point out that consular regulations are clear in defining the roles and powers of personnel, especially in terms of cooperation with local security authorities. Any action outside this legal framework may constitute an excess of powers and the use of attributes that do not belong to a consular employee.
The fact that these actions are suspected to have been carried out in parallel with an ongoing judicial process raises additional questions about conflict of interest and mixing of institutional roles with information activities. Lawyers in the field assess that such a situation requires full verification by the competent authorities, to guarantee that cooperation between diplomatic institutions and security structures respects legal and international standards.
Currently, the case remains under judicial review and any final outcome will depend on the decisions of the justice bodies. The relevant institutions have not yet given an official public position regarding the charges, while the process is expected to clarify whether we are dealing with individual violations or a broader institutional problem./ Pamphlet
