Dismissed from the justice system for wealth problems, Elio Mazreku returns to one of the sectors most exposed to corruption. His appointment to head the Customs Investigation raises serious questions about government standards and connections that survive beyond the justice reform.
The judicial reform was sold as the largest institutional cleansing operation Albania had ever known. It was promised that whoever did not justify their wealth, who failed the vetting filters, and who did not meet integrity standards, would be permanently removed from public functions related to the law and the interests of citizens.
But Albania continues to produce paradoxes that no reform can resolve.
Elio Mazreku left the justice system after the vetting process. The Independent Qualification Commission found serious problems in the asset criteria and a negative financial balance of millions of lek. This was the decision that removed a prosecutor from the system, in the name of the standards that the reform claimed to establish.
Today, the same person is appointed head of the Customs Investigation.
This is not just an administrative move. This is a direct blow to the very logic of justice reform.
Customs is one of the most sensitive nodes of the Albanian state. Billions of euros of goods, large business interests, excise duties, taxes and a long history of scandals that have accompanied every government pass through it. Every international report on corruption in Albania has identified customs as one of the sectors with the highest risk for abuse and clientelistic influence.
In any normal country, an official who does not pass the integrity filters to exercise the duty of prosecutor would find it difficult to take the helm of such a sensitive financial structure. In Albania, the opposite happens. Dismissal does not serve as an obstacle. Dismissal serves as a springboard to another position.
Even more questionable is the fact that Mazreku is known to be a relative of former Attorney General Ina Rama. This family connection does not in itself constitute a legal violation. But in a country where family, clientelistic and political networks have dominated public administration for decades, the public has a right to know whether such appointments stem from meritocracy or connections.
The government has an obligation to explain what were the criteria that made a person dismissed from vetting the most suitable candidate to lead the Customs Investigation. What qualities did the administration find in a former prosecutor who failed to convince the reassessment bodies of his assets? Who proposed him? Who supported him? Who took political responsibility for this appointment?
These are not personal questions. They are questions that affect citizens' trust in the state.
Because when reform removes an official from the door and the government brings him back through the window, citizens understand that the problem does not lie in the laws. The problem lies in the system that recycles the same names, the same connections, and the same mechanisms of influence.
In the end, the message the public receives is clear. In Albania, you can lose your prosecutor status due to vetting, but that doesn't stop you from taking the helm of a sector where much larger financial interests are involved. This is not a victory for reform. This is evidence that the old ruling caste continues to survive, adapt and recycle itself, regardless of the name given to the next reform./ Pamphlet
