A story of the use of a manager in public procurement affairs, and the ugly and suspicious stance of SPAK, which dismissed the self-made accusations and requested the dismissal of the case...

In June 2025, SPAK suspended Jonaid Myzyri from the Public Procurement Commission for violating equality in tenders – the court refused to dismiss the case on May 25, 2026 and gave SPAK 45 days to deepen its investigations. But on June 18, Rama appointed Myzyri to head the Centralized Procurement Operator, the same institution that conducts about 80% of state tenders.
During his 13 years in power, Prime Minister Edi Rama continues to implement a practice that contradicts the law, ethics and morality of the government, parliament and administration: he elects and appoints to state positions individuals who have been convicted and are under investigation.
One such case is the appointment of Jonaid Myzyri as head of the Centralized Purchasing Operator, a state agency that conducts around 80% of tenders on behalf of the Prime Minister's Office, ministries, central directorates, municipalities, the army, police, agencies and public entities.
On June 30, 2025, when Jonaid Myzyri was Chairman of the Public Procurement Commission, the Special Court, at the request of SPAK, decided to suspend him from duty and impose the criminal measure "Obligation to appear", for violating equality in tenders. The investigation had lasted about five years and the suspicions were related to procedures conducted without competition during the years 2020-2023.
But about a year later, on May 13, 2026, with an absurd and extremely dubious decision, SPAK itself dismissed the charges against Jonaid Myzyri, asking the Special Court to dismiss the case against him.
On May 25, 2026, the court rejected SPAK's request on the grounds that the evidence had not been assessed, requesting it to deepen the investigations against Jonaid Myzyri and to carry out investigative actions within 45 days and submit the file for trial.
But on June 18, 2026, before the 45-day reinvestigation deadline set by the court had passed, Prime Minister Edi Rama appointed defendant Jonaid Myzyri as head of the Centralized Purchasing Operator, a state agency that conducts about 80% of tenders.
So, although still under investigation by SPAK, for an affair in a tender, "The Tall" Edi Rama appointed "The Dwarf" Jonaid Myzyri as head of the agency that develops Albania's tenders with high monetary values.
It is known that Prime Minister Edi Rama has appointed defendant Jonaid Myzyri to this new position as a reward for the tender affairs he conducted during the years 2020-2025, when he was Head of the Public Procurement Commission.
But the logical question that requires an answer from the Director of SPAK, Klodjan Braho, is this:
