The family mafia of tenders in the Municipality of Durres is led by two people: the husband and brother of the mayor Emiriana Sako. They are Landi Shahini and Anxhelo Sako, who for years have built a sophisticated corruption scheme to control every tender, building permit and license in the territory of the municipality of Durres.
According to the testimonies of several businessmen and the complaints filed with the BKH, every major tender in Durrës goes through Landi and Anxhelo, who predetermine the winner in exchange for 20–30% of the tender value. The money is obtained in cash or through transfers disguised with fictitious invoices from companies controlled by them.
Sako's husband and brother are also brokers for every construction permit, property transfer, license or public auction. There are wiretaps, observations and concrete documents about their corrupt activity, which are available to the justice institutions, but to date no measures have been taken.
Corruption money is circulated and laundered through a network of companies directly or covertly owned by Landi Shahini and Anxhelo Sako. Among them are:

· Mektrin Motors, one of the most active companies in public tenders in Durrës.
This company, owned by Landi Shahini's brother, has directly benefited from public tenders, while earlier, half of its shares were owned by Landi Shahini himself, the husband of the mayor. Meanwhile, together with his brother-in-law, they have also entered into hidden shares in several companies that build resorts and towers in the coastal and urban areas of Durrës.
The scheme is the same for every sector: it starts with the division of the tender, moves on to the appointment of the winning firm through the parties, and ends with money laundering through satellite companies. In this process, there are also other individuals involved as permanent brokers of the Sako family structure:

All of these are part of a clientelist chain that shares deals with Sako's family, in exchange for favors for tenders, construction without permits or with exceeded permits, activity without lease contracts, waiver of fines, manipulation with waste disposal, and any other action that generates money in the public and construction sectors.
This scheme has been operational for years and is getting richer every day, while justice is silent. The Municipality of Durres has turned into a private profit structure for the family of the mayor, who, ironically, is being promoted in the government as a model of "female leader".
