Oligarchs, ministers, traffickers and even people in Rama's office are listed in open reports, but SPAK keeps them in a drawer. Will Dumani dare to break the circle of the untouchables, or will he leave as a guarantor of political selectivity?
Altin Dumani's term as head of SPAK ends in December 2025. He will return as a simple prosecutor or, if his successor finds him useful, he could be appointed head of the department. But what is happening behind the scenes is even more significant: Edi Rama has started moving to place a political puppet at the head of SPAK, as he tried before with Edvin Kondili, a candidacy that was shot down by the US.
In his record as head of SPAK, Altin Dumani has several high-level attacks, but with strong suspicions that these were made on orders from Edi Rama, while many others, connected to him in dirty businesses and serious files, have never been touched.
He has 6 months left in office and his office has dozens of registered criminal files, reports made publicly or by international agencies, which Dumani has only included in the investigation on paper, but has not dared to touch the real perpetrators of the crimes.
According to data provided by "Pamphlet", many names of high-ranking officials, oligarchs and traffickers are published below, all reported to SPAK and with open files, but who have remained untouchable:
-Edi Rama , the prime minister who has seen 73 ministers, deputy ministers, mayors and directors thrown in jail, but who himself has never been called for questioning. When SPAK tried to search his phone, Dumani backed down after being politically threatened.
-Olsi Rama , accused of links to the criminal drug trafficking group “Xibraka” and involved in the “Call Center” scheme scam with Amant Josifin. Dumani and his subordinates cleared him “clean”.
-Ëngjëll Agaçi , Secretary General of the Prime Minister’s Office, involved in the landfill affairs and the robbery of 600 hectares on the Vlora coast, in collaboration with convicted drug trafficker Artur Shehu.
-Shkëlzen Berisha , directly linked to the “Gërdeci” criminal affair, which caused 26 victims and over 1 billion euros in damages. Dumani did not dare to prosecute him.
-Ogerta Manastirliu , involved in three infamous concessions: surgical equipment, laboratories and Check-Up. No criminal measures against her.
-Geraldina Prodani , former Secretary General of the Ministry of Health, reported for the same affairs with Manastirliu, but still untouched.
-Frida Krifca , with 3 direct reports from OLAF, EUROJUST and the German government for abuse of 138 million euros of IPARD funds for agriculture – but not only was she not taken as a defendant, but she was also appointed as an advisor to the Prime Minister.
-Janis Karathano , concessionaire of laboratories, involved in corruption, drug smuggling and money laundering – but she was not even questioned.
-Tomë Doshi , with a criminal file in SPAK for electoral crimes, money laundering and corruption, as well as an official report sent by Australian justice. But still free and untouched.
-Imer Lala, central figure in "File 184" for electoral manipulation in Dibër, also involved in drug trafficking and organizing murders, his file remains in the drawer.
- , part of the road and concession affairs with the Meta-Kryemadhi couple. Ilir Meta has been arrested, Monika is a defendant, but Haxhinasto has become a deputy.
Also on file at SPAK are:
Pëllumb Salillari, Bashkim Ulaj, Gjergj Luca, Lul Morina, Trifon Murataj (Bana King), Arben Muçobega (towers in Vlora and Saranda), Andrea Çaushi (Lëkurës Castle) and Eral Myftaraj (Elbasan) – all reported for money laundering and links to crime, but no one has been summoned, detained or charged.
Meanwhile, the following remain untouchable:
-Dritan Agolli, Director of the Development Fund;
-Mafiosi involved in Bankers Petroleum;
-Argent Balla, SP MP, named in the "Troplini" file;
-Agron Xhafaj, who has not yet had any assets gained from trafficking seized.
The question is now clear: Will Altin Dumani, in the last 6 months as head of SPAK, dare to touch any of these? Or will he leave with a halved balance sheet, where the strikes are selective and unsustainable in the face of history?
