The Assembly requests the government for additional money, as the MPs have spent most of the budget...
The Assembly is in danger of running out of money, since our taxes have become "grapes and plums" from the deputies. Those who complain about low pensions and rising prices are actually living a life of luxury. In addition to the salaries they receive from 3,000 euros per month, they have spent millions of lek on fun, diets, hotels and trips.
According to a report drawn up by the Assembly regarding budget expenditures for the January-August period, it turns out that the deputies have spent 70 percent of the annual plan and the Assembly has requested additional funds from the government.
" 57 million ALL have been planned for the whole year 2024, while in 8 months, 40 million, or 70% of the annual plan, have been spent on this item. With this progress, 5-6 million additional budget will be needed for this item. For the 8-month period, 105 orders were issued for travel abroad, for the travel of a total of 339 people, of which 212 MPs, 25 political staff and 122 administrative staff. For these trips, 7 million ALL per diem, 17 million ALL for tickets and 16 million ALL for hotel and other expenses (such as taxi, translation, car rental, participation fee) were spent ," the document states.

But millions have not only been spent on travel abroad, but also on domestic travel. 164 million ALL were spent on telephone reimbursement, fuel or diet.
" These are expenses that are sanctioned in the Status of the Deputy, and the modalities have been approved by the decision of the Assembly no. 114/2014. This includes per diems within the country, fuel/transportation expenses, telephone expenses, housing rent against certain conditions as well as fees for participation in committee meetings (up to a number defined in the decision). The annual planning for these expenses is 235 million ALL, or about 46% of this group of expenses. The actual realization in 8 months is 164 million ALL, or 70% of the annual planning. With the normative act no. 3, the Assembly approved a part of the additional funds officially requested, which from the re-detailing, will be able to complete some necessary additions in this item ", states the document provided by " Pamphlet ".
Meanwhile, the Assembly came out with a "profit" as far as salaries are concerned, due to the exclusion of the opposition MPs, the absence of Berisha or the fact that some MPs are also ministers and are not paid by the Assembly.
" 88.51% of the 8-month plan of these expenses has been realized, while compared to the annual plan, the realization is 58.08%. Arguments on the actual realization lower than the wage fund plan, are related to the lack of the number of employees (including MPs). Out of 140 deputies for whom a salary fund is planned, 9 deputies are not paid in the Assembly, due to their functions in the government; the political staff in the process of being filled and the administrative staff also in the process of recruitment ", the report states.

A lot of money has also gone to experts, who were "employed" by investigative or special commissions. During the year 2024, 3.5 million ALL are planned for these payments, since there was no concrete, calculable request, while 13 million ALL were spent in 8 months. So 3.7 times more than planned.
" For the year 2024, two investigative commissions and a working group have been established by the Commission for Legal Affairs, Public Administration and Human Rights. Investigative commissions have been approved to support their activity by 4 experts each, while the working group at the Law Commission has approved 6 experts, for which there were no planned funds. As mentioned above, that the normative act no. 3 has added the budget of the Assembly to this budget item, the redistribution will enable the provision of this subgroup, with the budget funds , "the Assembly emphasizes.
In the end, the Assembly informs that the Ministry of Finance has been sent a request for 90 million ALL additional funds. / Pamphlet
