For 4 years since it was established, SPAK has not conducted any investigation for any route, although there are many criminal reports and concrete denunciations from the media, for tenders without competition, falsification of procedures and criteria, for false technical reports, costs 3-4 times higher higher than the actual costs and projects that are implemented 50-60% and works without quality to steal.
These abusive bargains are made and allowed by the Minister of Infrastructure, Belinda Balluku, by the Director of Roads, Evis Berberi, by the construction supervision companies, by the Construction Institute and by the state technical auditors, who take over the roads.
And here it happened again, that even before traffic started, the Korçë-Ersekë road collapsed, built by the firm "ANK Sh.pk" of the former MP and sponsor of the SP, Ndue Kola, with his brother Agim Kola as administrator, who is used as a mask to prevent the former MP from appearing on stage.
The road of Ndue Kola in Korçë-Ersekë collapsed, although the government has paid three times the cost per kilometer; with a total value of 66 million Euros and has added another 6 million Euros, when according to the feasibility plan, the actual cost of the entire road, including the construction company's profit rate, is 35 million Euros.
But in addition to the profit of the theft through the high cost, the former MP Ndue Kola has also stolen in the quality of the works, by not implementing the project, when a bridge and not a side wall filled with inert waste was planned at the site of the road collapse.
On this road, minister Belinda Balluku, accompanied by cameras, went for propaganda in 3 election campaigns; where he stated that the Korçë-Ersekë road was being built with European standards and high quality, physical safety and technical parameters.
But it collapsed before the circulation started, because the owner of the company "ANK Sh.pk", the former socialist MP Ndue Kola, was not satisfied with the 3 times higher cost; but also stole 30% in raw materials and in the volume of work, not implementing the project for works of art and technical parameters, one of them the width of the road, from 10.2 m in the project, has become 8-8.5 m.
The road of Ndue Kola in Erseke, ended like the 3 roads of Pëllumb Salillar; specifically, on January 4, 2021, the road in Lukovë-Krekëz collapsed, for the reconstruction of which, the government had given 10 million Euros, while to rebuild the collapsed segment, the government gave Salillar another 1.5 million Euros, when he had to pay with his own funds.
On January 8, 2021, the Himarë-Borsh road collapsed for Pëllumb Salillar, for the reconstruction of which, the government gave him 13.6 million Euros, while to rebuild the collapsed segment, the government gave him another 3 million Euros.
On January 14, 2021, Pëlumb Salillar collapsed the Skrapar-Përmet road up to the 5th kilometer in the village of Rog-Çepan of Ilir Meta, for which 12.2 million Euros were paid, while another 1.2 million Euros were given for its repair. .
