On June 28, 2023, the government approved the decision to pay a bonus of 40,000 new lek per month, during the 9 months of study, to all graduates who would be enrolled in the university branches for "Teacher" even with an average grade of 6.
Bablok used this lure scheme, because these branches are heading for closure in every university, due to the devaluation of the teacher's figure, low salaries, lack of working conditions and security, and use by politics.
But almost 5 months have passed since the beginning of the 2024-2025 academic year, while the Ministry of Education is not giving the 40,000 lek monthly bonus, approved by government decision, to the 1,200 students registered in the branches for teachers.
According to the information provided by the "Pamphlet" from the Ministry of Finance, the fund of this annual bonus in the total value of 4.3 million Euros was transferred to the Ministry of Education in November 2023, when the number of teaching students was recorded.
But the Minister of Education, Ogerta Manastirliu, with an internal order at the beginning of December 2023, used this fund for the purchase of cars, computers, air conditioners, re-construction and furnishing of the offices of the ministry, educational directorates of the district and districts and for expenses of others.
After the protest of the students of the Faculty of History and Philology in Tirana and the students in Elbasan, Durrës, Gjirokastër and Vlorë, the rectors and deans brought them around with excuses, deceptions and promises, until the end of December and they did not give them.
And then, in order not to give them the monthly payment of 40,000 lek, Edi Rama and Minister Ogerta Manastirliu stepped in, who removed the first decision from the Prime Minister's website and the Official Gazette as if it didn't exist at all, publishing a completely different decision. opposite.
In the second decision, it is stated that the bonus of 40,000 ALL per month is given at the end of each university year, only to those students registered in the teaching branches, who have an average grade of 9; the average grade at the end of each academic year will be 8.5; and who will sign the contract to work as a teacher for 3 years after graduation, in the area they will be appointed.
So, Bablok's game was to entice the graduating children of poor families with a bonus of 40,000 lek per month, in order for them to register for the teaching profession.
