They are already busy with leeks on their hands. Agim Kola, owner of the company ANK has received over 65,000 euros of public money to build the Korçë-Ersekë road that is collapsing yet to be inaugurated.
Entela Çano received over 350,000 euros to supervise the works to be done in accordance with the contract.
The head of ARRSH, Evis Berberi, has awarded the tender to Agim Kola according to the bargain reached above, while he is responsible for monitoring the implementation of the contract. Evis Berberi has awarded two tenders to Entela Çanos to supervise the works of Agim Kola.
The money has come out of the state coffers. The road that should have been made is today just a trail of corruption.
There can hardly be any alibi, intervention and bargaining that can save them from criminal responsibility. But, the question is whether SPAK will go up or will it be enough to punish the implementers?!
The road collapses
The new Korçë-Ersekë road, with a length of 35 kilometers, which was expected to be inaugurated in June of last year and which has so far swallowed 65 million euros, has started to collapse.
This weekend, one of the bridges on the second lot of the road in the place called Qafa e Qarri collapsed.
It is not an isolated collapse. Collapses are also found in the rest of the road, where the works have been completed and handed over by the contractor.
Circumstances of the fact
On August 8, 2020, the former head of ARRSH, Ergys Verdho, announced Agim Kola's ANK company, the winner of the second lot, the first part of the Korçë-Ersekë road. All other bidders were disqualified for lack of documentation, except for the winner. The winning bid, 23.5 million euros, is almost as much as the limit fund, another indication of a possible bargain.
In June 2021, Ergys Verdho left ARRSH and was appointed head of KESH. Evis Berberi is appointed in his place.
On April 4, 2022, the head of ARRSH, Evis Berberi, announces again the ANK company of Agim Kola, the winner of the second lot, the second part of the Korçë-Ersekë road. All competing companies except the winner are disqualified. The winning bonus is about 21 million euros, almost as much as the limit fund. The tender has been marked with a red flag of corruption.

These official data point to an organized scheme, to channel the money of this road into the hands of two companies, ANK as the executor of the contract and A & E engeniering as the guarantor that the contract would be implemented.

Entela Çano është administratore dhe pronare e vetme e kompanisë A & E engeniering, e cila ka fituar dy tenderat nga ARRSH për të mbikqyrur punimet e kompanisë së Agim Kolës për dy pjesët e lotit 2 të rrugës Korçë-Ersekë.
Entela Çano nuk është rastësisht pjesë e kësaj historie që pritet ta marrë në dorë SPAK-u.
Biondja 54 vjeçare rezulton se është përfaqësuese e Fondit Shqiptar të Zhvillimit.
Kompania A&E Engineering, që është në pronësi të plotë të Entela Çanos, është përfshirë në projektin e Bypass -it tê Gjirokastrës, një projekt që përplasi qeverinë me UNESCO.
Pra, Entela Çano, në konflik inteteresi, edhe ishte përfaqësuese e FSHZH, edhe zbatonte projektet e financuara nga FSHZH.
Vetë Fondi Shqiptar i Zhvillimit mohoi që Entela Çano të ketë qenë ndonjëherë pjesë e tij. Por ndryshe nga Fondi Shqiptar i Zhvillimit, vetë Çano pranon që vazhdon të jetë pjesë e FSHZH.
Nga Fondi Shqiptar i Zhvillimit, Çano ka marrë 21 tendera supervizimi, koaludim punimesh, projektimi dhe madje edhe rindërtimi, me vlerë disa milionë euro, në konflikt interesi, pasi vetë zonja Çano deklaron dhe prezantohet si përfaqësuese e FSHZH.
Vitet e fundit, kompania e Entela Çanos ka marrë 112 tendeda me vlerë miliona euro kryesisht për supervizim punimesh. Në vijim do të sjellim një panoramë më të detajuar për aktivitetin e dyshimtë të kompanisë A&E Engineering me në krye Entela Çanon.
Duhet theksuar se një kompani kontraktuese për një shërbim publik nuk mund të mashtrojë me volumin e punimeve dhe me cilësinë e punimeve pa bashkëpunuar me kompaninë e kontraktuar për supervizimin e punimeve. Pra, mashtrimi me zbatimin e kontratës, me qëllim gjithnjë për të vjedhur paratë publike, bëhet në bashkëpunim.

Ky aks rrugor, me një gjatësi prej 35 kilometrash, i ka kushtuar buxhetit të shtetit 65 milion euro dhe pritej të inaugurohej që vitin e kaluar.

Even the 2020 tender for the first part of lot 2 was won by ANK. This time, only for 4 kilometers of road with a maximum width of 8.5 meters, a full 23 million euros were spent.
Even the fourth tender, lot two, the second part, was won by the company ANK, worth 21 million euros in 2022.
It is suspected that this company received the tenders with the intervention of a media oligarch, who is said to have been declared non grata by the USA.
With the intervention of this media oligarch, Ndue Kola also won the unsolicited concession for the construction of the Milot-Balldren road, called the golden road, since 260 million euros would be given for only 17.2 km.
One km of road would cost 15 million euros, a terrible abuse of public money. It was a corrupt operation, where it was intended to steal at least 150 million euros. One km of road in Germany costs about 8 million euros. The parties withdrew both out of fear of SPAK, as well as because the godfather of this bazaar, a media oligarch, was reportedly declared non grata by the USA./Backstage
