
Despite the fact that the leaders of ARRSH have changed, the favoritism is suspected to come with an "order from above", since the institutions or directors who signed the tenders for Qukës - Qafë Plloë have always favored the company "Albavia".
In 2014, a contract was signed for Lot 1 of the Qukës - Qafë Plloçë road, where the winning companies should have completed this segment in June 2018. However, 6 and a half years have passed since this deadline and again the winner of this lot, the company "Albavia" has not yet implemented the contract, as it was obviously favored by the state institutions, which increased the funds and postponed the deadline.
But, despite this great abuse, the firm has not only not been "punished", investigated, judged or penalized, but continues to receive other funds for this segment, with tenders that are suspected to be predetermined by the Albanian Road Authority.

The road that started to be built 15 years ago is still not finished. Although it is only 43 kilometers long, the cost has gone up to more than 400 million euros, from only 150 estimated at the beginning. According to the official website of ARRSH, the entrepreneur of the works of lot 1 is "JV Sintram & Albavia", while the supervisor of the works is the firm "CEC" shpk. The beginning of the works was done in July 2015, while the value of the works was 38 million euros.
"The contract was concluded on May 9, 2014, and the works should have been completed on June 23, 2018. Currently, these works have not yet been completed," wrote the Supreme State Audit Office in 2019. However, lot 1 received a full 22.6 million dollars more than the original project. According to KLSH, for lot 1, 2 contract additions have been carried out, 2 change orders have been approved and 2 other change orders are in process. The contract value for lot 1 is expected to be approximately USD 60.7 million, with an additional reference to the base contract worth approximately USD 22.6 million, or 59% higher than forecast. The value of the new tender was 3.5 million euros, while the deadline is 6 months. ARRSH itself writes that during the implementation of the works in lot 0, which began in 2009 and ended in 2014, there were massive landslides. "The axis was moved to a length of about 800 ml, which had an additional cost of 20% of the contract value. Even with the additional funds, the facility was not 100% completed and was not put into use," the Authority writes.
Meanwhile, at the end of 2024, the winner of this procedure was announced. And, there was no way it could happen otherwise, since the winner is a well-known name in the construction of the Qukës - Qafë Plloçë road; "Albavia" firm! It received an additional USD 22.6 million for lot 1, which is adjacent to these unfinished works.
But, not only that, since the offer of the firm “Albavia” was not the lowest in this tender. The lowest offer was in the amount of 202 million lek, while “Albavia” offered 246 million lek. The difference is a full 44 million lek, or about 450 thousand euros. The two firms that offered less were disqualified by the “Gjylja” of the ARA, which clearly favored this firm, raising great doubts that everything was predetermined.
"Albavia" also won a tender from the Municipality of Pogradec for a road connecting the villages of Mokra with the Qukës - Qafë Plloçë road. In 2024, the Municipality of Pogradec announced the winner of the tender "lot IV, Ura e Zemça - Kryqezimi Proptisht, Bishnica", with a fund of 220 million ALL.
"Albavia" won this tender, although the case went to the KPP or even to court. So, if a firm easily wins these tenders, are they predetermined?! All the institutions or even the holders who signed have been "put in line", perhaps by order from "the ones above".
Hasan Hafizi, owner of Albavia company
The co-owner with the majority of the shares of the company Albavia, which absorbed 400 million euros for the Qukës - Qafë Plloçë road, is the businessman Hasan Hafizi, the husband of the former socialist deputy, Mimoza Hafizi. Hafizi, the owner of over 30 real estates worth millions of euros, through the Albavia company, is also the beneficiary of the Ura e Tamara hydropower plants, Hotolishti Hecs Cascade, Batra 1, Batra 2, Batra 3, as well as a cooperative beneficiary of the concession for construction of the Lekaj-Konjat-Fier road. Hafiz is also the beneficiary of about 50 million euros of other public tenders.
Before Mimoza Hafizi took the mandate of deputy in 2013, Hasan Hafizi formally renounced the company Albavia, transferring the shares in the name of his relative, Genci Hafizi. However, even during the mandate of MP Mimoza Hafizi, Hasan Hafizi and his daughter Adra Hafizi benefited from the Albavia company, which in turn benefited from public money. After the mandate of deputy Mimoza Hafizi ended, Hasan Hafizi returned as a shareholder of the Albavia company. It is a fictitious movement. /Backstage
