The investigative file for the director of the Elbasan Landfill, Leli Kaja, also includes the tender with the object: "Waste management with heavy vehicles within the landfill territory", held in March 2023 and then in March 2024, with a fixed value of 660 million lek including VAT.
But the Elbasan Prosecution Office, headed by Kreshnik Ajazi, brother of Besion Ajazi, mayor of Gramsh Municipality, which is a shareholder in the Elbasan Landfill, has remained silent in the face of the investigation into the alleged thefts of director Leli Kaja, carried out through fictitious tenders during his four years in office.
While the prosecution has not taken any action against him, the director of the Elbasan Landfill has repeated the same tender procedure for the transfer of waste with private means twice more: in April 2025 and then for 2026, with a contract signed on May 29, 2026, again with the same value of 660 million lek.
The tender was announced in the Public Procurement Bulletin dated June 8, 2026, with the same subject: "Urban waste management with heavy vehicles within the territory of the Elbasan Landfill", while the procedure is scheduled to take place on July 1, 2026, with a one-year contract period.
The Elbasan Landfill has sufficient heavy equipment to cope with the process of transporting and organizing waste deposited by the municipalities of Elbasan, Gramsh, Librazhd, Përrenjas, Cërrik and Belsh, which are shareholders in the company "ECO-ELB" sh.a.
However, according to the complaints and documents administered, director Leli Kaja has devised and conducted this type of tender for four consecutive years, with a total value that so far amounts to around 2.6 million euros.
According to the accusations, the funds are justified by renting bulldozers and private dump trucks to move waste, while in reality it is a well-organized theft scheme, carried out in collaboration with the mayor of Elbasan, Gledian Llatja.
The audit of the Ministry of Finance, which finances the Elbasan Landfill activity through contributions from the seven municipalities of the region, has found that approximately 70 percent of the total value of tenders was misappropriated through fictitious purchase and service documents.
According to the audit, these expenses were justified by activities related to the commissioning of the incinerator, although a significant portion of them did not actually occur./ Pamphlet
