A 14-point draft agreement, which according to Bloomberg is circulating in unofficial negotiations between the United States and Iran, could serve as the basis for ending the current conflict and launching a new diplomatic process between the two countries. The document provides for an immediate ceasefire, the gradual lifting of sanctions, the restoration of normalcy in maritime trade and mutual commitments on the nuclear issue. According to international media, the memorandum aims to create the conditions for a final agreement that would regulate relations between the parties after the end of the war.

The document also stipulates respect for the sovereignty and territorial integrity of both countries, as well as non-interference in internal affairs.
Within 60 days of signing the memorandum, the parties will have to reach a final agreement, a deadline that can only be extended by mutual consent.
One of the most important points is related to the US commitment to lift the naval blockade on Iran and restore normal ship traffic to Iranian ports within 30 days. During the same period, Washington will have to reduce its military presence in the region.
In turn, Iran will undertake to restore maritime commercial traffic in the Persian Gulf and the Sea of Oman to pre-conflict levels, as well as eliminate any technical obstacles or hazards that could affect navigation.
The draft also envisages the drafting of a major reconstruction and economic development plan for Iran, with a minimum funding of $300 billion, which would be supported by the US and its regional partners.
Another key point is the gradual lifting of all sanctions against the Islamic Republic, including those imposed by the United States, the UN Security Council, and the International Atomic Energy Agency.
Regarding the nuclear program, Iran reiterates in the document that it does not intend to produce nuclear weapons. Until a final agreement is reached, Tehran will freeze current nuclear activities, while the US will refrain from imposing new sanctions or increasing its military presence in the region.
The document also includes temporary economic measures, such as allowing Iranian exports of oil and petrochemical products, as well as the gradual unblocking of Iranian funds and assets frozen abroad.
To guarantee the implementation of the agreement, a special monitoring mechanism is envisaged, while the final agreement will also have to be approved by the United Nations Security Council through a binding resolution.
